ORDINANCE NO. 5601
(GENERAL)
AN ORDINANCE REGARDING THE SITING OF MANUFACTURED HOMES ON LOTS AND PARCELS IN THE
CITY LIMITS OF SPRINGFIELD AND IT'S URBANIZABLE AREA, AMENDING THE SPRINGFIELD
DEVELOPMENT CODE BY AMENDING ARTICLE 29 UF-10 URBANIZABLE FRINGE OVERLAY DISTRICT,
ARTICLE 36 MOBILE HOME STANDARDS, AND DECLARING AN EMERGENCY.
THE CITY OF SPRINGFIELD DOES ORDAIN AS FOLLOVS:
Section 1: The following sections are hereby amended, in accordance with
the proposed amendments which are more particularly described and set forth in the
staff report entitled "Additional Amendments to Manufactured Housing In-Fill
Ordinance (See Exhibit 1 attached hereto and incorporated herein by reference):
Article 29 UP-lO Urbanizable Fringe Overlay District
In 29.050 delete:
(3) Detached single-family dwellings, excluding mobile homes (29.070(3))
and replace with:
(3) Detached single-family dwellings and manufactured homes provided the
latter are placed on lots or parcels outside of platted subdivisions
existing on the effective date of this Code amendment.

Article 36 MANUFACTURED DVELLING STANDARDS
Amend 36.010(1) of this Article by adding the following underlined passage:
36.010 RESIDENTIAL DISTRICTS - GENERAL
The siting of manufactured dwellings in Low Density Residential Districts shall be
permitted subject to the provisions of this Article and Article 16:
(1) Manufactured Home - as a permitted use in Manufactured Home Subdivisions,
Manufactured Dwelling Parks and all lots and parcels not included within
residential subdivisions platted and recorded prior to the effective date
of this Code amendment except that all lots and parcels zoned Low Density
Residential within the plan boundaries of the Mid-Springfield and East
Main Refinement Plans shall be eligible for siting of Type I Manufactured
Homes.
Amend 36.040(1) of this Article by adding the following underlined passage:
36.040 PARKS, SUBDIVISIONS AND PARCELS - PLACEMENT STANDARDS
Unless otherwise specified in this Article, manufactured dwellings placed within
the City Limits and the City's Urban Service Area after the effective date of
.adoption of this Code shall comply with the following:
(1) EXCEPT for manufactured dwelling parks, only manufactured homes shall be

permitted. On perimeter lots in new or existing manufactured home
subdivisions, on parcels which are not part of an existing platted
subdivision, or on lots within the plan boundaries of the Mid-Springfield
and East Main Refinement Plan areas, the following standards shall apply:
Amend 36.050(1) and (5) of this Article by adding the following underlined
passages:
36.050 PARKS AND SUBDIVISIONS - GENERIC STANDARDS
(1)
New manufactured home subdivisions and manufactured dwelling parks shall
be located on land with an average slope less than 10%. Areas with
average slopes greater than 10% shall be retained as open space.
Manufactured dwelling parks shall enclose a minimum development area of 3
acres.
(5)
Type 1 manufactured homes may be placed on parcels not included in
existing platted subdivisions, or within the plan boundaries of the
Mid-Springfield and East Main Refinement Plans provided that no other
dwelling units occupy the parcel and all applicable placement standards
found in Section 36.040 can be met.

Section 2: The findings of the Springfield Planning Commission have been
and are hereby adopted in support of the adoption of these amendments (See
attached hereto and incorporated herein by reference).
Section 3: The adoption of these amendments shall include adoption of
maps identifying eligible and ineligible sites on display during the public hearing
adopting these amendments, and titled as: "Infill sites - vacant land eligible and
not eligible" and "In-fill sites: All non-subdivided eligible and ineligible
subdivisions".
Section 4: The future vacation, re-platting, recontouring
reconfiguration of land declared ineligible by this Ordinance for the
manufactured homes, excluding those units constructed to the Structural
Code and Fire and Life Safety Codes adopted by the City of Springfield,
remove the siting prohibition placed on that land by this Ordinance
or other
