HomeMy WebLinkAbout11/28/1994 Work Session ., . . . \ City of Springfield Work Session Council Meeting MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, NOVEMBER 28, 1994 The City of Springfield Council met in Springfield City Hall, Jesse Maine Room, 225 Fifth Street, Springfield, Oregon, on Monday, November 28, 1994, at 7:05 p.m. with Mayor Morrisette presiding. Present were Mayor Morrisette and Councilors Burge, Shaver, Schanz, Walters, Beyer and Maine. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, City Recorder Eileen Stein, Administrative Aide Shari Higgins, Public Works Director Dan Brown, City Engineer AI Peroutka, City Surveyor Don Rogers, Traffic Engineer Gary McKenney, Engineering Technician Bob Taylor and members of staff. 1. Centennial Boulevard Improvement Proiect City Engineer AI Peroutka gave the staff report and explained the design of the project. He gave preliminary engineering report information and explained Lane County right-of-way acquisition and assessments. Mr. Peroutka stated there are three main issues regarding the improvement project: 1) median treatment, 2) assessment policies, and 3) the process for public input and decision making. He described median treatment alternatives for the project and stated public input was split for the two alternatives proposed, Alternative A - no separated median strip and Alternative B - a median strip with street trees. Mr. Peroutka stated staff's recommendation is Alternative A, which is the minimal approach. Council discussed the two alternatives. Councilor Burge felt a five foot median strip was too narrow. Councilor Maine asked if Lane County would pay half the cost for both the Centennial . and Aspen portions of the project. Mr. Peroutka replied no, only half of the Centennial Street portion and that an intergovernmental agreement has not yet been executed regarding Aspen Street. Council discussed the portion of Aspen Street not in the City limits and annexation of the street and right-of-way up to the sidewalks. Councilor Beyer asked what the lane widths are for Centennial Street as it merges into Eugene. Staff stated they are the same as in Springfield and no change will occur on either side or the bridge. By consensus, Council agreed to proceed with Alternative A - no separated median strip. Council asked questions and had a lengthy discussion regarding the assessment process. Staff clarified Lane County would assess an estimated $23 per square foot for those currently taking access from Centennial Street and would place a recorded lien on property deeds for those not currently taking access, for a 20 year period. Councilor Burge was concerned over the two residents who currently take access off of Centennial and an assessment being charged. He questioned the fairness of requiring two property owners to pay assessments, when others will only have a recorded lien placed on their property deeds. Mayor Morrisette stated he had received a call from one of the property owners who now takes access from Centennial Street, objecting to an assessment. Mr. Kelly explained future public hearings will be held by the Lane County Board of Commissioners regarding this project. \ "l ", . . . City of Springfield Work Session Minutes - 11/28/94 Page two Mr. Peroutka also discussed a future Springfield public hearing which would allow affected property owners to give their input. He asked Council to approve the project at this point and stated staff would return with additional project information as changes are made. Public Works Director Dan Brown stated the Lane County formula for calculating assessments would reduce the amount owed by property owners than the currently formula used by the City of Springfield. By consensus, Council agreed to proceed with the project, using Alternative A and accepting the assessment policies currently used by Lane County. 2. Business from Council Mayor Morrisette handed out information regarding a Community Development Corporation (CDC) and stated the item will be placed on the December 12,1994, Council agenda. Councilor Walters stated he was confused by the memo distributed by City Attorney regarding PERS. Mr. Harold stated he would check with the City's regal counsel, a firm located in Portland, who specializes in labor, and report to the City Manager. Mr. Kelly and Mr. Harold discussed Ballot Measure 8 and the intended language negotiated in the City's four union contracts. Councilor Shaver spoke of an opportunity to use the $5,000 not given to the Centennial Homeless Car Camp. He stated he had spoken to AI Gains who is trying to provide a shelter for homeless kids and runaways and asked for Springfield participation. There was a discussion regarding the use of the funds in general and the additional information the Council would need to make an informed decision. Councilor Walters gave an update of the recent Intergovernmental Human Services meeting. He suggested Mr. Gains contact Steve Manilla at Lane County regarding his proposal. Mr. Kelly asked the Council to begin thinking about their 1995 Goal Setting Session and asked if the dates of January 21 and 22, January 28 and 29 or February 4 and 5, would work for Council members.
