City of Springfield Work Session Council Meeting MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, OCTOBER 10,1994 The City of Springfield Council met in Springfield City Hall, Meeting Room 2, 225 Fifth Street, Springfield, Oregon, on Monday, October 10, 1994, at 6:03 p.m. with Council President Burge presiding. Present were Councilors Burge, Maine, Beyer, Shaver, Schanz and Walters (6:05 p.m.). Mayor Morrisette was absent (excused). Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, Administrative Aide Shari Higgins, Development Services Director Susan Daluddung, Code Enforcement Officer Jackie Murdoch and members of staff. 1. Proposed Nuisance Ordinance Changes Code Enforcement Officer Jackie Murdoch gave the staff report. She stated additional changes were made to the Nuisance Ordinance, per Council's May 1994 Work Session. The changes requested by the Council were as follows: Section 5- I -1 Nuisances: (3) change second story to upper view. (4) (a) add wording "brush and tree limbs". Council discussed compost piles. (4) (b) (1) add wording "including substandard manufactured dwellings and R.V.'s, automobiles and motorcycles. (4) (b) (4) remove the words icebox and iceboxes. (4) (b) (5) Council determined the wording to mean anything above grade. (4) (c) Council discussed subsections (1) and (2) regarding fence materials and permits. Council asked staff to change the fence permit standards/handout to reflect changes to the Nuisance Ordinance and include fence designs. (4) G) Council discussed the storage of wrecked or inoperable vehicles. After a lengthy discussion, Council favored option #2 without the licensed, operable wording. Council discussed other Oregon cities and how they handle inoperable vehicle complaints. Council and staff discussed "grandfathering" existing cases of wrecked or inoperable vehicles. (4) (k) Council reviewed the prohibited parking diagram as provided by Ms. Murdoch. By consensus, Council approved the diagram for R.V.'s that are operational, licensed and parked within the diagram standards. .~ " ~ . . . City of Springfield Work Session Council Meeting Page two (4) (II) staff explained this section was added to assist in any enforcement complaints, not specifically mentioned elsewhere in the ordinance. Council asked staff to make the above changes to the ordinance. Council will conduct a first reading of the ordinance at an upcoming Regular Session meeting. By consensus, Council allowed Mr. Jack Dearth of Jack's Auto and Towing, located at 17th and Main Street to speak with regards to his letter in the staff report. Mr. Dearth discussed his current violations, consisting of: I) screening of inoperable vehicles, 2) the storage of used tires, and 3) the use of an undeveloped lot across the street from his business. Mr. Dearth explained to Council how he operates his business and why he uses the property across the street. The meeting recessed at 7:05 p.m. The meeting reconvened at 9:55 p.m. 2. Business from Council Mr. Kelly discussed the IAFF Union incident which happened earlier this date, regarding the payroll division of the Finance Department. Police Chief Bill DeForrest told the Council about a shooting involving a Springfield youth earlier this date. He also described a recent incident at Sprenger's and explained that additional enforcement in the downtown area is currently being provided by the Police Department. Council discussed issues of controlling truancy and enforcing curfew laws. Mr. DeForrest commented that he would inform the Council of legislative proposals in the area of youth criminal justice that will be addressed by the 1995 Legislature.
