HomeMy WebLinkAbout10/03/1994 Work Session ,.t_, City of Springfield ,.,,'" Work Session Council Meeting MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, OCTOBER 3, 1994 . The City of Springfield Council met in Springfield City Hall, Meeting Room 2, 225 Fifth Street, Springfield, Oregon, on Monday, October 3, 1994, at 6:10 p.m. with Mayor Morrisette presiding. Present were Mayor Morrisette and Councilors Burge, Shaver, Maine, and Beyer. Councilors Schanz and Walters were absent (excused). Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Eileen Stein, Administrative Aide Shari Higgins, Development Services Director Susan Daluddung, Planning Manager Greg Mott, Planner II Lydia Neill, Planner III Susie Smith and members of staff. 1. Historic Commission Interviews Planner II Lydia Neill explained the Historic Commission has a vacancy due to the resignation of Joyce Thomas. She provided the professional qualifications of existing members and explained one candidate, Jack Gischel, was out of town and could not be present for the interviews. Councilor Beyer asked how many members the Historic Commission has and how many must reside within the City limits. Ms. Neill replied, seven members and there are no limitations on residency. Council asked that staff provide the technical/professional qualifications of existing members of boards, commissions and committees when there is a vacancy, as applicable. . Ms. Neill stated the Commission will have two vacancies in May of 1995, due to two term expirations. The Council interviewed the following persons for one vacancy on the Historic Commission: 1) Ross Sutherland 2) Stephen Keating The interview questions asked were as follows: 1) Why are you interested in serving on the Historic Commission? 2) What are your qualifications to serve on the Historic Commission? 3) Is there anything the Springfield Historic Commission could do better? 4) Do you feel it is the City's right to apply a historic designation to a property without the consent of the property owner? 5) Can you attend Historic Commission meetings? 6) What do you hope to accomplish, if selected to the Historic Commission? . The Council agreed to interview the third candidate, Jack Gischel on October 17, and ratify the appointment of the chosen candidate during their Regular Meeting, also on October 17, 1994. \ \ .....~~ ' . . . ,... Metro Plan periodic Review Status Planner III Susie Smith gave the staff report on the status of the Metropolitan Area General Plan (Metro Plan) periodic Review process. She explained this review would be a reacquaintence of the material before the Council attends the Joint Elected Officials meeting on October 26. Ms. Smith described the three phases of the review process, including the project evaluation, work program and project work. She explained the three jurisdictions have until December 1, to prepare a locally adopted work program and present it to the Department of Land Conservation and Development (DLCD). Ms. Smith said the periodic review team has proceeded with instructions to provide periodic review without a major Metro Plan Update. Councilor Burge asked the cost difference for periodic review versus a plan update. Ms. Smith replied periodic review would cost approximately $700,000, plus local staff time, over a few year period. Councilor Maine clarified that periodic review would update the Metro Plan, but an update to the Metro Plan would add more. Ms. Smith then explained in detail the differences in the processes. Councilor Shaver asked how Eugene and Lane County are addressing financial issues associated with periodic review. Ms. Smith stated financial concerns were not addressed at the Joint Planning Commission public hearing, or in recommendations to the Eugene City Councilor Lane County Board of Commissioners. Councilor Burge stated periodic review was too expensive and discussed excessive planning for land use. There was a discussion regarding the process once DLCD gives its approval. Ms. Smith explained the three jurisdictions must then meet all the requirements and the process then loses any flexibility. Councilor Shaver asked about the progress on a Eugene, Springfield, Lane County compromise with regard to the Metro Plan. Mr. Kelly explained the City Council will discuss the topic after the October meeting of the Metropolitan Policy Committee, to be held on the 13th of October. 3. Business from Council There was none.
