HomeMy WebLinkAbout09/12/1994 Work Session (2) . . . . -city of Springfield Joint Meeting MINUTES OF THE JOINT MEETING OF THE SPRINGFIELD CITY COUNCIL AND SPRINGFIELD UTILITY BOARD HELD MONDAY, SEPTEMBER 12, 1994 The City of Springfield Council met in a Joint Meeting with the Springfield Utility Board in Springfield City Hall, Library Meeting Room, Springfield, Oregon, on Monday, September 12, 1994 at 5:50 p.m. with Mayor Morrisette presiding. ATTENDANCE Present for the Council were Mayor Morrisette and Councilors Burge, Maine, Walters, Beyer, Shaver and Schanz. Also present were City Manager Michael Kelly, Assistant City Manager/City Recorder Gino Grimaldi, Administrative Aide Shari Higgins, and members of staff. Present for the Springfield Utility Board were Mr. Cochran, Mr. Stovall, Ms. Langdon and Mr. Kittridge. Board member Bob Adams was absent. Also present was General Manager Steve Loveland of the Springfield Utility Board. Mayor Morrisette called the meeting to order asked the Council and Springfield Utility Board members to intr,oduce themselves. Joint Meetinq with the Sprinqfield Utility Board 1. Water Service in the Urban Frinqe General Manager Steve Loveland said Springfield Utility Board (SUB) is looking to the City Council for support in the City's Urban Growth Boundary (UGB) service area. He explained that Rainbow Water District services UGB customers until annexation and then the service transfers to SUB. Mr. Loveland stated SUB would like to plan for delayed annexations and provide service for all new developments in the UGB. He stated currently SUB is losing fees and master planning opportunities by assuming customers from Rainbow Water District, after annexation occurs. Mr. Loveland gave background information on SUB and spoke about the new growth on the north side of the city. He explained SUB has been in negotiation with Rainbow Water District since 1972. Board Chairman, Tom Cochran reviewed topics of the joint meeting held last year between SUB and the City Council. He stated SUB supports the City's efforts in economic development and McKenzie Watershed Council participation. He reminded the Council that SUB is a service provider for the City of Springfield, per the City Charter. Councilor Burge stated both SUB and Rainbow Water District are good service providers for the citizens of Springfield. He suggested Rainbow Water District serve customers in the UGB who will remain in the UGB for two years or more, and SUB serve customers in the UGB who will annex within two years. . . . City of Springfield Joint Meeting Page two There was a discussion regarding utility planning and SUB feeling they are out of the loop. City Manager Mike Kelly explained the delayed annexation process and used a recent example of the McElhaney request. Mr. Kelly described and referenced Metropolitan Area General Plan (Metro Plan) policies and legal opinions. Mr. Kelly raised the issue of fire protection contracts and stated the City needs to develop a policy regarding providing interim services to new developments until the time that annexation occurs. Councilor Shaver asked about the rate differences between SUB and Rainbow Water District. Mr. Loveland replied SUB is higher, usually by 20% to 40%. Mr. Cochran led a discussion on SUB's acquisition of Pacific Power and Light. He gave background information on the acquisition and prior City Council decisions on development of UGB areas. Councilor Burge asked if SUB has considered the acquisition of Rainbow Water District. Mr. Loveland replied that although Rainbow has an efficient operation, SUB has not considered acquiring the utility. The Council and SUB discussed the Q Street and Kelly-Butte wells. 2. Annexation Strateqy Mr. Kelly explained a recent annexation survey that was sent by the City to approximately 2,700 households. He outlined the process that City staff will use to create a possible annexation strategy. The SUB board asked questions of Mr. Kelly regarding the survey and results. Mr. Cochran stated SUB would like to work with the City to incorporate current UGB island areas. 3. Glenwood Status Report Development Services Director Susan Daluddung stated a Cost Revenue Analysis was completed in 1993 as part of a joint effort between the City and Lane Council of Governments. She reported a Council sub-committee consisting of Councilor Burge, Councilor Shaver, Planning Commissioner Lutes, Glenwood Resident Steve Moe and members of staff will be meeting to discuss the possibility of annexing Glenwood. Ms. Daluddung said Glenwood does have their own water district, but the City will be seeking information from SUB regarding annexation. Mr. Kelly stated SUB will be invited to attend meetings of the sub-committee and will be kept informed of issues. There was a discussion regarding fire protection contracts for Rainbow Water District, Glenwood, McKenzie Rural, etc. 4. Wellhead Protection Mr. Loveland explained the Wellhead Protection Plan SUB is currently working on to identify well sources and land uses which may contaminate water. He said the City may need to re-examine and SUB may need to monitor current zoning within the City. . . . .City of Springfield Joint Meeting Page three Mr. Loveland explained the growing concern over wellhead protection and the need for SUB to work closely with the City. Councilor Shaver asked if SUB had maps of areas of concern. Board member Bill Kittridge said they are working on maps with a contractor to find zones of influence and also computer modules to use in conjunction with other agencies. Councilor Shaver suggested including a map in the periodic Review documentation. Councilor Burge shared concerns over re-zoning land to protect wellheads and the violation it could have on property owners. SUB employee Ken Cerotsky explained the cost (approximately one-half million dollars) to drill new wells and how important protection is. Board member Melinda Langdon stated the need is to identify zoning issues, not re-zone property. Councilor Walters stated SUB makes sense as a City provider and suggested the City continue to work with SUB as a partner. He noted his concern over rate fairness with Rainbow Water District and fire protection contact issues. Mr. Loveland closed the meeting by describing the single utility planning concept and asking the Council for their cooperation in timing of service to annexations.
