Work Session Council Meeting
MINUTES OF THE MEETING OF THE
SPRINGFIELD CITY COUNCIL HELD
MONDAY, AUGUST 22, 1994
The City of Springfield Council met in Springfield
Room, 225 N. Fifth Street, Springfield, Oregon, on
7:20 p.m.
City Hall, Library Meeting
Monday, August 22, 1994, at
ATTENDANCE
Present were Mayor Morrisette, Councilors Burge, Schanz, Walters, Beyer,
Shaver and Maine. Also present were City Manager Mike Kelly, City Attorney Joe
Leahy, City Recorder Eileen Stein, Administrative Aide Shari Higgins and
members of staff.
1. Planninq Commission Interviews
The Council discussed the process and questions for interviews and asked
questions regarding certain applicants applications.
The Council interviewed the following persons for two vacancies on the
Planning Commission:

Randy Rawson
Jean M. Trygstad
Dr. Randy J. Harvey

The interview questions asked were as follows:
l) Why do you want to be on the City's Planning Commission?
2) One of the Council's goals is a healthy, viable community. What
should the Planning Commission support and not support to achieve this
goal?
3) Many of the land use laws are State mandated and must be enforced.
How would you reconcile your own personal opinions and beliefs
regarding personal property owners rights, when they are at odds with
State Law?
4) What is your opinion or understanding regarding planning on the
metropolitan level and metropolitan cooperation?
5) Is economic growth for a community desirable?

Council discussed their observations and preferences regarding each
candidate.
By consensus, the Council agreed to re-appoint Dr. Randy J. Harvey to a
four-year term. A written vote was taken to appoint Jean Trygstad. The
vote was 5 for and 1 against (Schanz). Councilor Schanz voted for Helen
Hudson. Appointments will be ratified at the September 6, 1994, Council
meeting.
ADJOURNMENT
The meeting was adjourned at 9:15 p.m.
