City of Springfield Joint Meeting MINUTES OF THE JOINT MEETING OF THE SPRINGFIELD CITY COUNCIL AND RAINBOW WATER DISTRICT BOARD HELD MONDAY, AUGUST 22, 1994 The City of Springfield Council met in a Joint Meeting with the Rainbow Water District Board in Springfield City Hall, Library Meeting Room, Springfield, Oregon, on Monday, August 22, 1994 at 6:10 p.m. with Mayor Morrisette presiding. ATTENDANCE Present for the Council were Mayor Morrisette and Councilors Burge, Schanz, Walters, Shaver, Beyer and Maine. Also present were City Manager Michael Kelly, City Attorney Joe Leahy, Administrative Aide Shari Higgins, and members of staff. Present for the Rainbow Water District Board were Chair Doug Wise, Larry King and Ken Climber. Also present was Superintendent Tim Hanley of the Rainbow Water District. Mayor Morrisette called the meeting to order and Mr. Hanley introduced the members of the Rainbow Water District Board. 1. Joint Meetinq with the Rainbow Water District Board 1. Sprinqfield Comprehensive Urbanization Study on Annexation Rainbow Water District Superintendent, Tim Hanley opened the meeting by giving the City Council an overview of the water district, including current and historical service information. He described the transition to the Springfield Utility Board (SUB) for customers within the City limits and how the Rainbow Water District serves as a wholesaler with SUB being the retailer. Rainbow Water District Board Chair, Doug Wise explained the role of the board for Rainbow Water District. He discussed the district's long term commitment of fire protection and groundwater well protection. Mr. Wise complimented Fire and Life Safety Chief, Dennis Murphy for all of his efforts associated with fire protection contracts. Mr. Wise explained future projects that Rainbow Water District will undertake, including a new reservoir at Moe Hill, wellhead protection and policy changes due to future City annexations. The Council and the Rainbow Board discussed the Oregon Rivers Museum and the feasibility of the museum being constructed on the former Weyerhaeuser site. The Council and the Rainbow Board discussed their relationships with SUB and an upcoming meeting the Council will schedule with SUB. Mr. Hanley stated Rainbow transferred a good system to SUB and feels most matters are working well. .. ,. - . . . City of Springfield Joint Meeting Page two Councilor Shaver asked if the Rainbow Water District has any unresolved issues with SUB, through the transition process. Mr. Wise replied yes, there are issues with regards to timing of new developments and the transferring of service. Councilor Burge questioned why SUB has moved into the unincorporated areas of Springfield to provide service. Mr. Hanley showed the Council a mylar on the overhead showing a recent annexation and explained SUB is providing service. There was a lengthy discussion regarding the current policies of providing water and fire service to annexed properties. Mr. Kelly explained the process currently used for transition of urban land. He stated the Council will need to create a policy and this will be a future agenda topic. Mr. Hanley gave examples of trunks and lines that were built by Rainbow Water District and transferred to SUB. The Council and Rainbow Board discussed the funding sources of Rainbow Water District. Mr. Kelly explained in detail the City's current annexation practices, including annexation agreements for urban developments. He also explained delayed annexation effective dates and how services are provided. Mr. Kelly gave an overview of the SCUSA report findings and explained a survey will be conducted by the Lane Council of Governments, prior to a possible 1995 Capital Bond Election. Councilor Burge suggested setting a timeline and asking both utilities to respond with written proposals regarding service issues. He further suggested these proposals be discussed at a Joint Meeting between the Council, Springfield Utility Board and Rainbow Water District Board, prior to year end. Councilor Shaver agreed with Councilor Burge and stated the proposals should list advantages and disadvantages to the citizens of Springfield. Councilor Walters asked Fire Chief, Dennis Murphy to provide the Council with a report on the Gateway Fire Station's service area and how annexation fits in with the department's long term plans. Mr. Wise stated there were issues not covered that the Rainbow Board would like to discuss. Mayor Morrisette recommended the Rainbow Water District Board submit a list of issues and he would ask staff to schedule a future meeting.
