City of Springfield Work Session Council Meeting MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, JUNE 20,1994 The City of Springfield Council met in Springfield City Hall, Meeting Room 2, 225 Fifth Street, Springfield, Oregon, on Monday, June 20, 1994, at 6:05 p.m. Mayor Morrisette presiding. Present were Mayor Morrisette and Councilors Burge, Shaver, Walters, Schanz, Beyer and Maine. Also present were City Manager Mike Kelly, Assistant City Manager/City Recorder Gino Grimaldi, City Attorney Joe Leahy, Public Works Director Dan Brown, Traffic Technician Dean Bishop and members of staff. Present from the Springfield Bicycle Committee were Chair Richard Farrell, Kevin Barclay and Willamalane Parks and Recreation District representative Phillip Farrington. 1. Bicycle Committee Joint Meeting Mr. Kelly introduced the agenda topic and stated it is a goal of the City Council to meet with boards, commissions and committees everyone to two years. He explained it is a time to share workplans and have the Springfield Bicycle Committee (SBC) receive guidance from the City Council. . Mr. Farrell reviewed the 1982 Committee goal for a Springfield bikeway plan, an intrical part of the Springfield Transportation Plan and spoke of a new 1994 goal for a complete integrated bike system. He stated the Committee is preparing the Springfield bikeway plan to meet Oregon Department of Transportation (ODOT) guidelines and Intermodal Surface Transportation Efficiency Act (lSTEA) requirements. Mr. Farrell discussed three recent SBC activities: 1) the 1993 Bicycle Poster Contest, the 1994 1 st Annual Bicycle Business Challenge and 3) their upcoming booth at the 1994 Filbert Festival, which will be a joint venture with Willamalane Parks and Recreation District. Mr. Farrell reported on projects the Bicycle Committee is currently involved with, including: the TransPlan Update (three SSC members are participating with the update process), the East/West Alton Baker Plan, East/West Connector project, the Pioneer Parkway bikeway project, the South/West connector, the McKenzie River project, cooperative relationships with other agencies and local businesses and the children's helmet program. Mr. Farrell introduced Phillip Farrington, Planner for Willamalane Parks and Recreation District. Mr. Farrington explained he assists Mr. Bishop in staffing the Bicycle Committee and explained the partnership between the City and Willamalane Parks and Recreation District in promoting bicycle projects critical to Springfield. He described the Willamalane PROS (Park, Recreation and Open Space) plan which is currently underway. . Councilor Burge asked if the Committee has a method to measure bicycle usage. Mr. Farrell explained Willamalane borrowed counters from Eugene and placed them at Alton Baker Park. He said the data collection process was not accurate, but statistics could be shared with the Council. . In conclusion of his report, Mr. Farrell said the population of bicycle riders is increasing in Springfield and the City needs to become more progressive and accepting to alternative modes of transportation. Councilor Maine stated she received a letter regarding a West D Street neighborhood meeting and issues regarding the proposed bike path. Mr. Bishop replied that he had also received the letter and the West D Street project is still in a very preliminary phase. Mr. Bishop and Public Works Director Dan Brown discussed the details of the project. Councilor Shaver asked about the rise of bicycle theft in Springfield. Police Chief Bill DeForrest stated the Police Department is concentrating on the protection of bicycles and gave the Council safety measures to follow regarding bicycles. Mr. Farrell spoke of a stamp for serial numbers that was used at the 1994 Bicycle Business Commute. The Council and the Bicycle Committee discussed the possibility of licensing bicycles in Springfield. Mr. Farrell stated he does not support the licensing due to additional fees. He feels the City should encourage versus discourage bicycling. Mayor Morrisette brought up the East/West Corridor in Springfield and the need to address transportation issues. Mr. Kelly gave the Council background on past attempts to work with the State Transportation office regarding highways such as Main Street. There was a discussion on cost and stripping issues for Main Street up to 14th Street. . Mr. Bishop stated he has been working with the Bicycle Committee for approximately one year and is very proud of the groups accomplishments and the 1 st Annual Bicycle Business Commute. Councilor Shaver added the SBC shows good innovation and he personally supports their efforts. Councilor Burge said he appreciates the SBC's common sense approach to commuting. 2. Business from Council Councilor Shaver said if any Councilors were interested, he would like to resign from his position on the Southern Willamette Private Industry Council (SWPIC). He said the meetings are monthly at noon at the Downtown Athletic Club. Council discussed previous members to the Council (Walters, Maine and Burge) and the role in which SWPIC plays in the area of local jobs.
