City of Springfield Work Session Council Meeting MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, MAY 2, 1994 The City of Springfield Council met in the Springfield City Hall, Meeting Room 2, 225 N. Fifth Street, Springfield, Oregon, on Monday, May 2, 1994, at 9:40 p.m. ATTENDANCE Present were Mayor Morrisette and Councilors Burge, Beyer, Maine, Schanz, Shaver and Walters. Also present were City Manager Mike Kelly, City Attorney Tim Harold, City Recorder Eileen Stein, Public Works Director Dan Brown, City Engineer Al Peroutka and members of staff. 1. Review of the 1994 Edition of the City of Sprinqfield Standard Construction Specifications City Manager Mike Kelly provided a brief overview of this item and stated it was intended to focus on the process used for updating the Standard Construction Specifications rather than the content of the specifications. He introduced City Engineer Al Peroutka who introduced Construction Inspector Ron Sather. Mr. Peroutka commented the last update of the Standard Construction Specifications was in 1981. He said it had gotten to the point where so many special provisions were being added to the standard specifications in bid documents, to reflect new industry practices, that it became necessary to spend the time updating the standard specifications. Mr. Peroutka reviewed the list of reviewers to the document including Public Works Engineering staff, Public Works Maintenance staff, Development Services Department staff, local contractors, local materials suppliers, local consultants, and the Department of Environmental Quality. Mr. Peroutka discussed the highlights of the modifications made to the document. This included making standard deductions for non-specification asphalt and concrete. Basing the specifications heavily on American Public Works Association (APWA) and Oregon Department of Transportation (ODOT) standard specifications. Making the specifications comply with the Americans with Disabilities Act. Requiring Controlled Density Filled on all lateral and travelled street cuts. Adding decorative lighting standards. Making major changes to traffic signal specifications, traffic control and lane striping. And finally, putting all text and drawings on computer. Mayor Morrisette suggested an overview should be added to the document. Councilor Shaver thanked Public Works staff for working with the public and the industry on preparing this document. Other Councilors concurred with Councilor Shaver. . . . .' .... Work Session Minutes May 2, 1994 Page 2 Councilor Shaver asked how the public could receive a copy. Mr. Peroutka indicated that copies would be available for sale, although he did not know what it would be priced at yet. He indicated the 1981 Standard Construction Specifications was sold for $25 and figured this document would be higher than that. Councilor Shaver asked if it would be available on computer disk. He suggested staff ask contractors whether they would want the document on disk. He, Mr. Peroutka and Mr. Sather discussed ways this could be accomplished.
