HomeMy WebLinkAbout01/18/1994 Work Session . . . .~ City of Springfield Work Session Council Meeting MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD TUESDAY, JANUARY 18, 1994 The City of Springfield Council met in the Springfield City Hall, Meeting Room 2, 225 N. Fifth Street, Springfield, Oregon, on Tuesday, January 18, 1994, at 6:15 p.m. ATTENDANCE Present were Mayor Morrisette and Councilors Schanz, Shaver, Walters, and Beyer. Councilors Maine and Burge were absent (excused). Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Eileen Stein, and members of staff. 1. Human Services Fundinq proiect Councilor Walters described his involvement with the Intergovernmental Human Services (IGHS) Committee and the current funding of social services in Lane County. He explained the County's budget situation and the need to find a county wide source of stable funding for social services. Councilor Walters described the benefit of finding alternative funding that would be the main revenue source and relieve the city of Springfield, city of Eugene and Lane County General Fund budgets. Councilor Walters introduced Steve Manela, Administrator of the Intergovernmental Human Services program for Lane County. Mr. Manela reviewed the report of the IGHS Ad Hoc Committee on human services funding. He also gave a status report on where the process is currently. Mr. Manela explained if the municipalities are in agreement to the approach, the committee would move forward with community focus groups to search for specific funding options. Mr. Manela described the common principles that were agreed to by the members of the ad hoc committee. He explained how the new funding mechanism would provide more stability for the IGHS Fund. Mayor Morrisette asked for Councilor Walters recommendation. Councilor Walters discussed the need for a close funding link between those who cause social service problems and the funding sources. He supported the committees recommendation and stressed the funding source would need to meet the needs of the county's growing population. Councilor Walters suggested finding a new IGHS funding source could free up city of Springfield General Fund dollars that could be used for other projects such as community policing. Mr. Manela stated the committee is asking the jurisdictions for agreement with their principles to move forward with a regional funding source. . . . '. Police Chief Bill DeForrest briefed the Council on ORS provisions relating to enforcement of gambling laws. He explained the city is participating in a county-wide sponsored gambling enforcement team. Council discussed alternative options for raising revenue for human services. Mr. Manela introduced Evelyn Anderton of Women's Space. Ms. Anderton commented how her organization would be freed to focus on service delivery if a stable funding source could be identified. By consensus, the Council agreed with the IGHS Ad Hoc Committee's principle of moving forward to look for a stable regional funding source for human services. 2. 1994 Federal Leqislative Priorities Mr. Grimaldi explained Council needed to confirm the city's 1994 federal legislative priorities and approve arrangements for the upcoming trip to Washington, D.C. Mr. Grimaldi explained the top two Springfield priorities are Booth-Kelly and the East Main sewer interceptor. Council asked questions and discussed the two priority and other related projects. The Council discussed sending two people on the legislative trip due to the size of the United Front agenda. Mayor Morrisette explained the importance and benefit of a follow-up trip also. By consensus, the Council agreed to send Mayor Morrisette, Councilor Burge and Mr. Grimaldi on the legislative trip. Councilor Shaver requested the city's delegation carry the message to Washington - "Please, no more unfunded mandates." 3. Business from the Council There was none.
