Work Session Council Meeting
MINUTES OF THE MEETING OF THE
SPRINGFIELD CITY COUNCIL HELD
MONDAY, NOVEMBER 15, 1993
The City of Springfield Council met in the Springfield City Hall, Meeting
Room 2, 225 N. Fifth Street, Springfield, Oregon, on Monday, November 15, 1993,
at 6:05 p.m.
ATTENDANCE
Present were Mayor Morrisette and Councilors Maine, Schanz, Walters, Shaver
Burge and Beyer. Also present were City Manager Mike Kelly, Assistant City
Manager Gino Grimaldi, City Recorder Eileen Stein, City Attorney Joe Leahy and
members of staff.
1. Presentation bv Willamalane Parks and Recreation District and Sprinqfield
School District #19 Reqardinq Sports Center Site
Mr. Kelly introduced Steve Barrett from Springfield School District #19.
Mr. Barrett provided a presentation on future sites and facilities planning
the district is currently working on. He explained the recommendation of
the School District's Sites and Facilities Committee to focus on two
specific areas in Springfield.
Mr. Barrett explained the specific areas were recommended per an enrollment
study performed by the Lane Council of Governments (LCOG). He said the
study showed a need to focus on the mid-Springfield area based on future
enrollment projections, and a need for two additional elementary schools
and one additional middle school. Mr. Barrett described the process in
which the district concentrated on their need for elementary schools and
focused on the Bob Artz park. He explained how the district then
approached Willamalane Parks and Recreation District regarding the use of
the park.
Mr. Barrett introduced David Reed, Planner for Willamalane Parks and
Recreation District. Mr. Reed discussed the current use of Bob Artz park
and the process the two entities used to determine if the park could be
abandoned for construction of a new elementary school. Mr. Reed also
explained the specific elements of the proposal including who would fund
various aspects of the project.
Mr. Barrett and Mr. Reed described other sites considered as alternatives
and explained the benefits of their proposal.
Mayor Morrisette introduced audience members, Janice Morrisette, Chair and
Rob Adams, Vice Chair of the Willamalane Parks and Recreation District
Board; and Laurie Adams, Chair and Al Peterson, Don Kimball, George Fisher,
and Jennifer Heiss from the School District 19 Board. He also introduced
Willamalane Superintendent Dan Plaza and School District Superintendent Dr.
Paul Plath.

Mr. Plaza summarized the request the entities were making of the city, to
reserve 15 acres at the Sports Center for the purpose of building a
four-plex softball site.
The Council discussed how much land was currently available at the Sports
Center site (40 acres) and how the softball complex would fit in with the
soccer complex and needed parking space.
Mr. Kelly explained the status of commitments the city currently has with
regards to the Sports Center, including USA Soccer and Broad Base Programs.
He said there may be some flexibility at the site based on certain
performance criteria in current and proposed contracts with USA Soccer and
Broad Base Programs.
Council discussed with Mr. Plaza the siting requirements of baseball versus
softball, the number of fields needed and the option of acquiring more
property adjacent to the site. They also discussed the demand the
School District 19/Willamalane Park and Recreation District proposal would
place on the site in terms of parking, compatible uses and goals.
Councilor Shaver stated he felt uncomfortable accepting the proposal
without an in-depth review of proposals by other interested groups.
Councilor Maine asked what type of deadline the district is under.
Dr. Plath replied the district can not begin work on their bond measure
until they have a decision on the use of Bob Artz park, and January 1, 1994
would be the latest possible date.
Mr. Kelly told the Council the school district's first preference would be
an allocation by the city of 15 acres, and their second choice would be to
hold the 15 acres in abeyance, pending the outcome of their bond issue. He
explained if the bond measure outcome was favorable, then the city could
begin lease negotiations.
Councilor Walters asked questions about alternative sites and the Council
discussed the possible use of the Rice property in conjunction with the
school district's proposal.
Ms. Adams gave the Council additional information with regards to the
request, and stressed how beneficial it would be for the school district.
Mr. Adams described willamalane's need for replacing Bob Artz park and how
the proposal is a win/win situation for both entities.
Sports Center Management Analyst Howard Wade, gave details about the Broad
Base Programs proposal and that a lease has not yet been negotiated.
Community and Economic Development Manager John Tamulonis, suggested the
Council look at the Broad Base Programs proposal in detail and see if that
proposal, plus the School District 19/Willamalane Parks and Recreation
District proposal could be accommodated at the Sports Center.
By consensus, the Council agreed to hear the proposal from Broad Base
Programs for an indoor facility at the Sports Center to see if both
proposals could be accommodated at the site.

Councilor Walters suggested that a joint goal setting session with both
School District 19 and the Willamalane Parks and Recreation District in the
future would be beneficial in setting community priorities.
