Work Session Meeting
MINUTES OF THE WORK SESSION OF
THE SPRINGFIELD CITY COUNCIL HELD
ON MONDAY, SEPTEMBER 20, 1993
The City of Springfield Council met in a Work Session in Meeting Room #2, 225
Fifth Street, Springfield, Oregon, on Monday, September 20, 1993, at 6:07 p.m.
with Councilor Stu Burge presiding.
ATTENDANCE
Present were Councilors Burge and Beyer. Absent were Mayor Morrisette and
Councilors Maine, Schanz, Shaver and Walters. Also present were Assistant City
Manager Gino Grimaldi, City Recorder Eileen Stein, City Attorney Joe Leahy and
members of the staff.

Appointment to the Community Development Advisory Committee (CDAC)
Management Analyst Lynn Nakamura provided the staff report. There are four
vacancies on the Community Development Advisory Committee. Of the four
vacancies, two incumbents are seeking re-appointment and have submitted
applications. The other two positions are vacant. A total of six
applications have been received, including the applications ,of the two
incumbents. All applicants live within the Springfield city limits, making
them eligible to apply.
Ms. Nakamura explained the CDAC advises the City Council on all matters
relating to the city's housing and community development activities, which
are funded annually from the Community Development Block Grant program
administered by the U.S. Department of Housing and Urban Development (HUD).
The two incumbents are Jeanette Cardwell and Melody Graves. Ms. Cardwell
is the current chair of the CDAC. In reviewing the applications, Ms.
Nakamura suggested two criteria are to provide a broad representation of
the city and previous experience with city boards and committees.
Councilor Beyer asked what areas the previous committee members lived. Ms.
Nakamura reported Dorothy Duvall lived in Ward 2 in the Kelly Butte area
and Ivan MacKillop lived in Ward 3 in the area of 26th and C Streets. She
indicated it was not required for members to represent each ward. Ms.
Nakamura added Ms. Duvall provided the perspective of the elderly community
and Mr. MacKillop provided the perspective of the disabled community.
Ms. Nakamura indicated staff has reviewed the applications and would be
prepared to make a recommendation if the Council requested one. Councilor
Burge asked for her recommendation. She recommended that applicants Gayle
Decker and Joe Mathieu provided similar perspectives to what Ms. Duvall and
Mr. MacKillop offered.

Councilors Burge and Beyer concurred with the staff recommendation to
appoint Gayle Decker and Joe Mathieu to the Community Development Advisory
Committee. Mr. Grimaldi said the appointments would be ratified later in
the Regular Meeting, if a quorum of the Council was present.
ADJOURNMENT
The meeting was adjourned at 7:14 p.m.
