City of Springfield and Lane County Board of Commissioners Joint Work~Session MINUTES OF THE JOINT WORK SESSION OF THE SPRINGFIELD CITY COUNCIL AND THE LANE COUNTY BOARD OF COMMISSIONERS HELD MONDAY, JUNE 14 , 1993 The City of Springfield Council met for a Joint Vork Session with the Lane County Board of Commissioners in Springfield City Hall, Library Meeting Room, Springfield, Oregon, on Monday, June 14, 1993 at 7:20 p.m. with Mayor Morrisette and Commissioner Cornacchia presiding. ATTENDANCE Present for the City of Springfield were Mayor Morrisette and Councilors Maine Walters, Burge, Shaver and Beyer. Councilor Schanz was absent due to illness. Also present were City Manager Michael Kelly, Assistant City Manager Gino Grimaldi, City Recorder Eileen Stein, City Attorney Joe Leahy, and members of staff. Present for the Lane County Board of Commissioners were Commissioners Cornacchia, Roberts, Dumdi and Rust (7:30). Commissioner Frazier was absent. Also present was Acting County Administrator Bill Van Vactor and members of staff. . Mayor Morrisette opened the meeting and proceeded with the City of Springfield's roll call. Commissioner Cornacchia opened the meeting and proceeded with Lane County's roll call. Mayor Morrisette introduced Planner II Greg Hyde and asked for a brief staff report on the proposed street system for the Medium Density Residential (MDR) area of the Gateway Refinement Plan. Mr. Hyde explained the review process for the Conceptual Development Plan (CDP) for the Gateway area and the many sources who reviewed the plan. He reported the City Council and the Lane County Board of Commissioners agreed to jointly approve the street system design per the Gateway Refinement Plan. Mr. Hyde introduced Don Stastny of Stastny & Burke Architecture and Wayne Kittelson of Kittelson Associates and handed out figure 3.2, Typical Street Corridor Cross Sections, which was added to the meeting record. Mr. Stastny gave a briefing of the transportation plan with specific information regarding the scenarios reviewed. Councilor Shaver questioned the logic behind the design of the final street design. Mr. Stastny explained scenarios A, Band C all led up to the final design. He explained each scenario in detail and responded to questions by the Council and Commissioners. 4It Councilor Burge asked if a housing market study was done, and if it was, he requested a copy. He stated the configuration of housing does not fit with the transportation designs and needed market data to support the final design. j . City of Springfield and Lane County Board of Commissioners Joint Work Session Page two There was a discussion regarding the zoning versus the unit build out. Mr. Hyde explained the Gateway Refinement Plan has a policy stating the zoning density could be changed during the Metropolitan Plan update or during periodic review. Councilor Burge asked about the Department of Land Conservation and Development (DLCD) grant that the city obtained to complete the CDP. Mr. Hyde replied the city received $25,000 from DLCD with a $16,000 match by the city. Councilor Burge discussed the amount of money used in excess of the match amount by the city. There was a discussion regarding the positive attributes of the CDP, particularly the configuration for future development and expansion. Commissioner Cornacchia discussed the large perimeter lots along the river. He stated the vision for growth and future development was good, but commented the Neighborhood Commercial (NC) zoning should only be built out after residential development is complete. Mr. Stastny focused the group on the proposed CDP adoption diagram. He showed the final transportation system plan and how it could accommodate 10 to 20 unit density throughout the entire CDP area. . Commissioner Cornacchia stated he is agreeable to the final design except for the NC portion. Councilor Burge agreed. Mr. Hyde explained that the NC zoned property on the CDP was not necessarily where it would be developed and that it was only staff's recommended location. Councilor Walters suggested the NC zoned property not be located on Pioneer Parkway, due to the transportation "trigger" mechanism. Mr. Stastny explained the acreage where NC could be located, per the street design system. Commissioner Rust inquired about the riparian and recreational areas of the CDP. Mr. Stastny explained the potential parks, riparian areas and wetlands areas. Councilor Shaver asked about provisions for the Cloverleaf development and intersections. Commissioner Cornacchia stated he supported Cloverleaf's collectors, but will fight to keep the integrity of certain quality neighborhoods. He confirmed he is very pleased with the CDP as a whole, and not just the transportation design. He stated he is prepared to begin the inter-governmental agreement process now. By consensus, the Lane County Board of Commissioners approved the street system design of the McKenzie-Gateway Conceptual Development Plan. No housing or conceptual options were approved. Councilors Burge and Shaver agreed the street system design yas acceptable and commented on positive comments they have received from neighborhood residents. . No housing or conceptual options were approved. . . . i City of Springfield and Lane County Board of Commissioners Joint Work Session Page three Commissioner Cornacchia stated the city should work on the issues of Low Density Residential (LDR) and NC zoning, and CDP specifics. He asked them to adopt the CDP and pass it on to the Board for their stamp of approval. Ms. Daluddung explained the step by step process the city had undertaken to complete the street design system, and clarified the budget amounts incurred for the CDP work. Mr. Kelly reiterated that the city has completed Level I of the CDP process, will fine tune some zoning aspects of the plan, will adopt and forward to the Lane County Board of Commissioners.
