HomeMy WebLinkAbout05/10/1993 Work Session .-..' . . . .,A City of Springfield Work Session Council Meeting MINUTES OF THE MEETING OF THE SPRINGFIELD CITY COUNCIL HELD MONDAY, MAY 10, 1993 The City of Springfield Council met in the Springfield City Hall, Meeting Room 2, 225 N. Fifth Street, Springfield, Oregon, on Monday, May 10, 1993, at 5:31 p.m. with Mayor Morrisette presiding. ATTENDANCE Present were Mayor Morrisette, Councilors Maine, Burge, Schanz, Walters and Shaver. Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi and City Recorder Eileen Stein. 1. Ward 1 Council Position Candidate Interviews The Council discussed the process for interviewing candidates. It was decided each councilor would ask his own question. The Council agreed to discuss the interviews after the last candidate and to go through a ballot process. The appointment would be made at the continued regular meeting and the candidate would be sworn in immediately. The Council acknowledged receiving a letter from Mr. William "Willie" Combs withdrawing from the selection process. The Council interviewed the following persons for the Yard 1 Council vacancy: Aaron Merrill Brian Richins James Paul Scales Nigh Simpson Elizabeth Terry Beyer Mr. William "Willie" Nicholas was also scheduled for an interview, but appeared and declined to be interviewed. However, he did indicate his intention to seek election to the Council in 1994. The interview questions asked are as follows: 1. What are the reasons for your interest in the Yard 1 Council position? 2. Vhat is your vision of Springfield? Vhat have you done to further that vision? What would you do as a councilor to realize that vision? 3. Do you favor the current multi-jurisdictional land use process or do you favor more autonomy for Springfield? 4. What do you think of the city's beautification efforts? Do you think .. . . . / the city should be doing more or less? 5. Should the city dictate to commercial property owners how or whether they should fix up their properties? Does the city have the right to dictate or enforce this? 6. You would be running for this position in a year and a half. Would you seek election to this position in 1994? 7. Would you favor a Charter amendment to: 1) force majority versus plurality, and 2) to hold a primary in May and a general election in November? 8. What experience would you bring to the Council? Yhat experiences do you have in group process and decision making? 9. Currently the Charter requires the city operate with a strong city manager/weak mayor form of government. Would you favor a Charter amendment that would have a full time, paid mayor that manages the city employees? Council discussed their observations and preferences regarding each candidate. Council then took ballots and the results were three in favor (Burge, Maine and Shaver) of Elizabeth Terry Beyer and two in favor (Schanz and Walters) of James Paul Scales.
