York Session Council Meeting
MINUTES OF THE MEETING OF THE
SPRINGFIELD CITY COUNCIL HELD
MONDAY, MAY 3, 1993
The City of Springfield Council met in the Springfield City Hall, Meeting
Room 2, 225 N. Fifth Street, Springfield, Oregon, on Monday, May 3, 1993, at
5:35 p.m. with Mayor Morrisette presiding.
ATTENDANCE
Present were Mayor Morrisette, Councilors Maine, Burge, Schanz, and Adams.
Councilor Walters was absent (excused). Also present were City Manager Mike
Kelly, Assistant City Manager Gino Grimaldi and City Recorder Eileen Stein.

Yard 2 Council Position Candidate Interviews
The Council discussed the process for interviewing candidates. It was
decided each Councilor would ask their own question. The Council agreed to
discuss the interviews after the last candidate. They agreed to make the
appointment at the beginning of the regular session and that the candidate
would be sworn in immediately.
The Council interviewed the following persons for the Ward 2 Council
vacancy:
Joe Mathieu
Bill Lioio
Loren Lee
Melody Kelsay
Greg Shaver
The interview questions asked are as follows:
1. Vhat are the reasons for your interest in the Ward 2 Council position?
2. Vhat experience would you bring to the Council? Vhat experiences do
you have in group process and decision making?
3. You would be running for this position in a year and a half. Would
you favor a Charter amendment to: 1) force majority versus plurality,
and 2) to hold a primary in May and a general election in November?
4. What would be your top goals if appointed?
5. There are several other elected bodies in Springfield and the
metropolitan area. How would you suggested the Council relate to the
others in 1) Springfield, and 2) the metropolitan area?

6. What do you see as areas the city many look at to reduce operating
expenses in the budget? How do you feel about reductions to the
departments of Police and Fire and Life Safety?
7. Do you favor the current multi-jurisdictional land use process or do
you favor more autonomy for Springfield?
Council discussed their observations and preferences regarding each
candidate.
ADJOURNMENT
The meeting was adjourned at 7:05 p.m.
