The Relief Nursery is a nationally recognized non profit organization with.a miss.ion to
prevent the cycle of child abuse and neglect by early intervention that focuses on
building successful and resilient children, strengthening parents and preserving families.
Relief Nursery has a variety of programs that work to stop the cycle of child abuse and
neglect with a blend of therapeutic early childhood services and comprehensive family
support, including alcohol & drug recovery support services. Programs focus on serving
low-income multi-stressed families with young children between birth and six years of .
age, who are at-risk for child abuse and neglect
The Relief Nursery plans to build a new facility on property it owns on South 42nd Street
in Springfield. The new facility will be in addition to the successful facility in Eugene, and
will enable the Relief Nursery to more effectively serve clients in Springfield. The building
will be approximately 14,900 square feet, and have 6 classrooms, 2 playgrounds,
meeting and counseling rooms, a commercial kitchen and administrative spaces. It is
anticipated that approximately 44 people will work from this location, though because
several of the programs that Relief Nursery provides are community based, not all of
these people will be at the facility at anyone time. There is room on the site for future
addition of up to two classrooms, and there is space to expand the parking as well.
There are no plans for expansion at this time. '
The property on South 42nd street is currently vacant, though it previously was occupied
by a single family home. The property is zoned Community Commercial. 42nd street
runs along the east side of the property, and there .is Community Commercial zoned
property on the south a"nd west. A low density residential lot is located to the north. An
access easement along the north edge of the property has been.deeded to provide
access from 42nd street to the property owned by the Springfield School District to the
west This easement will be the access point for both the Relief Nursery and any future
development of the School District property. The easement along the sotlth property line
accommodates a 10 ft public utility easement and an existing10 ft public bike path. The
site development plan shown in this application roughly matches the scheme that was
presented in a Development Issues Meeting for the property on May 23, 2008.
The Relief Nursery building for the Springfield site is essentially the same programs and
same size as the existing Eugene building. The parking at the existing Eugene site has
proved adequate, and provides 47 spaces for cars and three spaces for mini buses. The
proposed Springfield site will have a capacity of 58 cars and 3 mini school busses. The
parking area serves both staff and visitors and parking will have a safe loading area for
busses bringing children to the site.
The building is a single story wood frame structure built on a slab on grade. The siding
will be board and batten or Hardie plank lap siding. The roof will be composition asphalt
or standing seam metal. The goal is to build an efficient and high quality building that fits
well in the neighborhood. .
