Proposed use of the development area and scope of proposed development
The Olympic Building is an existing three story (plus <penthouse) commercial
building, The building is currently vacant. Recent tenants included Selco Credit
Union bank and support offices, retail services, a dental clinic and other commercial
office spaces,
Lane County has purchased the building and is proceeding to remodel it for use as a
medical clinic and administrative offices to be known as Riverstone Clinic.
The existing RiI(erstone Clinic presently occupies leased spa('e at 1640 "G" Street in
,I .. .
Springfield. They have run out of space and need to either expand in their current
location or find new space to meet their service responsibilities, Expanding at their
current location proved to be impractical.
MEMORANDUM
11/10/2009
The Riverstone CliniC is a division of the Lane County Health and Human Services
Department, and will provide outpatient medical exam services' and consultation to
Springfield residents. Most of these clients will be eligible under a program funded
as a Federally Qualified Health Clinic program, Clinic spaces will be located on the
first'two floors of the building, The third floor will house staff administrative offices
to support,the clinic operations, '
No exterior changes to the existing building are planned other than removing the
existirig fabric entry canopy and commercial wall mounted signage. No additional
building area will be created in this project, The existing bank drive through
structure on the south side of the site will be demolished arid we propose to add
three new parallel parking spaces striped in that location. Some site utilities will be
upgraded including new water service to allow us to fire sprinkler the existing
building,
Access
Ac'cess to the existing site will not change under this new development, Currently
there exist one curb cut along Olympic Street and a second curb cut on N. 21't'
Street. The west parking area is contiguous with the parking areas for the recently
opened Abby's Pizza and Sonic Burger shops.
Proposed off-site improvements (i.e. installation of sidewalks, fire
hydrants, sewer main, etc.)
Sidewalks ar,e existing along Olympic Street and n, 21't Street and will remain,
Some site utilities will be upgraded including new water service to allow us to fire
sprinkler the existing building. New gas service will also be installed to the building
with a new meter located on the south side.
A new fire hydrant is proposed to be added at the north side of the N. 21st Street
curb cut. This service as well as the new water for fire sprinklers will be tapped into
the existing 12 inch public water main located on the west side of N,21st Street.
Storm sewer drainage is existing in' an underground piped system. No new
pervious surfaces will be added except a small pad for bike storage,
Current use of the site and any existing improvements

The existing Olympic Building is a three story structure with a small penthouse
located on the fourth floor roof level. The building is a cast in place concrete frame
with steel floor and roof framing, Th'e exterior of the building is clad with brick
veneer, Aluminum window frames with tinted insulated glass is used throughout
the fa<;ades, The exterior of the building will not be altered in this project except for
minor adjustments in the aluminum window system on the ground floor to
eliminate unnecessary doors, Glass will be installed in tlfJate~ed:

The floor plate of each of the existing floors measure as follows:
Ground Floor 124' x 56' = 6,944 gross square feet (Use - Pediatric exam rooms and support)
Second Floor 124' x 56' = 6,944 gross square feet (Use - Family exam rooms and support)
Third Floor 124' x 56' = 6,944 gross square feet (Use - Administrative Offices)
Fourth Floor/Roof 30' x 46' = 1,380 gross square feet (Use - Storage and Mechanical -
unoccupied) ,
Total Building Area,
= 22,212 gross square feet (including all four levels)
Special site features (i.e. wetlands, watercourses, steep slopes, etc.); a
general statement addressing soil type and drainage conditions
The site is currently fully developed with building, pavements or landscaped beds.
Stormwater systems. are existing in underground systems and appear to be
adequate, No wetlands are present on the site which is relatively flat and open
around the building.
Estimated quantities and type of materials involved' if any fill or excavation
is proposed
Only excavation and fill for new gas and water utilities, and the small bike'parking
slab will require any new excavation exterior'to the building. A Land and Drainage
Alteration Permit Application will be submitted to the city concurrent with this MDS
submittal.
Number, type, and size of any trees to be removed
No existing trees are plan~~d to be removed as a part of this development.
Explanation of any land to be dedicated to the City 1
No land is proposed to be dedicated to the city as a part of this development.
Proposed modifications being requested
The attached site plan indicates that there are'some 52 parking spaces available on
the site. As part of this development we are going to provide one additional '
. accessible parking space at the front of the building for a total of three, This total
parking count is a few more than is currently available and that had served the
bank building's general office use, There recently was a dental clinic on the third
floor of this building but it was already, vacated when the county purchased the
building,
The current Springfield Development Code would indicate a much larger parking
count for a building of this size built today, At 1/300 gross sf - 74 parking spaces
would be required in a new building developed today,
We are asking for relief from the required parking as outlined in the Springfield
Development Code Table 4,6-2, and to be allowed to retain only the 52 parking
spaces available on the existing Rroperty, Date Received:

Additional planning applications required for propos'ed project

Justification for proposed MDS exceptions
The use and size of the Riverstone Clinic is much the same as the previous use of
housed i[1 the Olympic Building. A portion of the existing building contained a
dental clinic with similar use as the Riverstone Clinic. In addition, the property is
served by L TD bus routes along Olympic Street and many of the clinic clients are
bus riders,
Time line extensions being requested
We are not requesting any time extensions at this time. We are working towards
being ready to submit plans for the required site utility work in the next few weeks,
and for the interior tenant improvements in early December 2009, The county has
a construction manager/general contractor on board and we hope to have the
project completed and ready for occupancy later in 2010,
