Conditions of Approval - taken from Notice of Decision dated: 7/22/2008 . Applicant Response - taken from: 8/27/2009 Condition #1: Street trees and/or on-site vegetation shall be placed or relocated as necessary to maintain the required 10 foot vision clearance triangles at the corners of all site driveways per SOC 4.2-130. Applicant Response: Required street trees will be sited in accordance with SDC 4.2-130. Staff Finding: Sqtisfied. The street tree requirement has been waived due to conflcit with SUB water main and limited alternative sites. Condition #2: Prior to final plat approval, execute and record the irrevocable joint use access easement and maintenance agreement as proposed. Applicant Response: A copy of the joint access easement and maintenance agreement has been submitted with this application for approval by the Planner prior to being recorded concurrently with the final plat. Staff Finding: Satisfied. Condition #3: Fire apparatus access driveways for Parcels 1 and 3 shall support an 80,000 lb. imposed load across the entire 20 foot width as per the 2007 Springfield Fire Code 503.2.1, 503.2.3 and SFC Appendix 0102.1. Applicant Response: The fire apparatus access driveways have been constructed to support an 80,000 Ib load over the full width of the access drive. Staff Finding: Satisfied. Condition #4: "No Parking-Fire Lane" signs shall be posted on both sides of the fire apparatus access roads to Parcels 1 and 3 as per the 2007 SFC 503.3 and SFC Appei!dix 0103.6. Applicant Response: The required signage is scheduled to be placed upon completion of the final grading associated the fire apparatus access drives serving Parcell, Parcel 2, and Parcel 3 currently under construction. ' Staff Finding: Satisfied. Condition #5: Prior to final plat approval, applicant shall revise plan drawings to provide necessary cleanouts in accordance with Section 2.01.07 of the Engineering Oesign Standards and Procedures Manual. Applicant Response: A revised copy of the grading plan indicating installation of a c1eanout on the sewer servic'e lateral serving more than two properties has been submitted with the final plat application. Staff Finding: Satisifed. Condition #6: Prior to final plat approval, applicant shall ensure that the existing structure on Parcel 2 is connected to sanitary sewer system. Applicant Response: The existing structure located on Parcel 2 has been connected to the public sewer as inspected and approved under Building permit No. 09-677. Staff Finding: Satisfied. 9/4/2009 2 of 6 Condition #7: Prior to Final Plat approval, the applicant shall direct rooftop runoff from the existing structure on Parcel 2 to an approved drywell as proposed in the plan set. - . . Applicant Response: Grade conditions permitted the roof runoff form the existing structure on parcel 2 to be collected into a closed pipe system and directed to the existing curb and gutter system in the 66th street cul-de-sac. Staff Finding: Satisfied. Condition #8: Prior to Final Plat approval, the applicant shall show proposed water service connections, sizes and locations of water meters for each lot. Applicant Response: Accompanying this final plat application is the grading plan submitted with the tentative application which has been revised to show the location and size of the water meters serving each parcel. Staff Finding: Satisfied. The plat pre-submittal meeting shall be held within one year of the date of the Land Division Tentative approval. A complete. Land Division Plat application shall be submitted within 180 days of the pre-submittal meeting. If the applicant has not submitted the Land Division Plat application within these time frames, the Land Division Tentative approval shall become null and void and re-submittal of the Land Division Tentative application shall be required per SDC 5.2-140. Applicant Submits a Land Division Plat Application for Pre-Subinittal " " . The application must conform to the Land Division Plat Pre-Submittal Requirements Checklist on pages 5 & 6 of this application packet. . The purpose of pre-submittal is to ensure the applicant has all items necessary for a complete submittal. . A pre-submittal meeting to discuss completeness is mandatory.. . Pre-submittal meetings are conducted every Tuesday and Friday, from 10:00am - noon. . We strive to conduct the pre-submittal meetings within five to seven working days of receiving the application. 2. Applicant and the City Conduct the Pre-Submittal Meeting . The applicant, owner, and design team are strongly encouraged to attend the pre- submittal meeting. . The meeting is held with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division. . . The meeting is scheduled for 30 to 60 minutes. . The Planner provides the applicant with a Pre-Submittal Checklist at the end of the meeting specifying the items required to make the application complete if it is not already complete. . The applicant will then have 180 days to make the application c9mplete for submittal . and acceptance by the City. 3. Applicant Submits a Complete Land Division Plat Application . When the applicant has addressed all items on the Pre-Submittal Checklist and the City Surveying Section has notified the applicant's surveyor that the plat and other documents are sufficiently refined, the applicant can submit a complete application to the City Survey Section located in the NW Quad of City Hall. . The application must conform to the Land Division Plat SubmittJI Requirements Checklist on page 6 of this application packet. . . If the submittal is deemed complete, the City Survey Section will sign-off on the City Survey approval sheet and send the applicant to the Development Services Department for application submittal and fee collection. . Planning staff checks and signs the mylars. 4. Applicant Records Plat at Lane County&. Submits Plat and Documents to City . After Planning staff checks and signs the mylars, the plat may then be recorded by the applicant's surveyor at Lane County. . . After plat has been recorded at Lane County, applicant submits five (5) recorded, . rolled paper copies of the plat and three (3) copies of required documents to the DevelopmentServices Department prior to the issuance of build'ing permits. . ,I LAND DIVISION PLAT APPLICATION PROCESS Applicant submits land division plat application for pre-submittal (See Land Division Plat Pre-Submittal Requirements Checkli!!!t) 1 City departments review application for completeness and hold pre-submittal meeting to discuss-completeness issues with applicant and applicant's representatives. ~~ Applicant addresses incomplete items.
