The project address is 2525 Olympic Street. Project Description: This application 'is the Site Plan Review Minor Modification application for the installation of a new propane emergency generator. The new emergency generator will be located at the southwest corner of the site. This location was shown on the original Site Plan Review that was approved under Journal No. 2001-08- 0160. The configuration of the generator will change slightly with the addition of a propane tank and a fence enclosure around the generator. Generator Description The emergency generator will be powered by propane. Since propane is gas, not a liquid, there is no potential impact on the drinking water. According to the generator cut sheet, the generator has been tested to operate at a Sound Power Level of 93.2 dB. The sound generated is equivalent to a kitchen blender or lawn mower which have a Sound Power Level of 90 dB. Approvals Requested: Type I, Minor Site Plan Modification Modification of the previous Site Plan Review approval is requested: Jerry's Home Improvement Center was approved under Journal No, 2001-08-0160. Original Submittal Zoning: , The site is within the City of Springfield's Urban Growth boundary arid is zoned MRC (Major Retail Commercial). The project site is served by adequate public utilities, Refer to Sheet C-3.0 which is a copy of the original construction documents for the site, The generator and associated electrical line from the building to the generator was not installed during the original construction. The proposed application will install the generator and extend a power line under the drive from the building to the new generator. Stormwater Management: Refer to Sheet C-2.0 which is a copy of the original construction documents for the site. The area of the proposed generator is a landscaped area with a paved drive to the north and a CMU fence to the south. The south side of the landscape area is a drainage swale with a catch basin located at the west end. The drainage of the new concrete pads will be similar to the un-built generator pad shown on the original construction drawings. The addition of the generator pad will not alter the final destination of the water to the catch basin. Screening: According to the Springfield Development Code Section 4.4-110.A.1, screening shall be required where commercial and industrial districts abut residential districts and no approved screening exists. There is an existing acoustical CMU wall and continuous evergreen tree line on the south side of the property. The view of the generator and propane tank from the residential area will be blocked by the existing wall and tree line. The Springfield Development Code Section 4.4-11 0-A-1 also requires screening for outdoor mechanical devices and minor and major public facilities. It is our position screening around the generator in the form of a fence complies with this section. A vegetation screen around either the generator or propane tank would create a security problem, Any public visual line of site to the tank and generator will be blocked by the CMU wall and tree line to the south and the Jerry's building to the north. Floodplain: The property is not in area of flood plain. Wetlands: The property is not in areas identified in the Springfield Local and National Wetland Inventory Map. Fire Protection: The planting area where the generator is to be located has an existing fire hydrant. Irrigation: The landscape area where the generator is to be located is currently served by an existing irrigation system. The sprinkler system will be modified to accommodate new work in the area. Exterior Lighting No modification to the exterior lighting is proposed.
