I / North Date Received: NOV - 9 2009 Original Submittal Description of Project: To provide interim improvements needed for the Phase 2 EmX project, the applicant; Lane Transit District, is proposing to construct a driveway access, approximately 300 feet long and 23 feet wide, connecting the private drive east of the St. Joseph Place/RiverBend Drive jntersection to Baldy View Lane, The driveway will be restricted to use only by Lane Transit District vehicles, primarily EmX BRT service, The roadway will be constructed to shed stormwater to a roadsi~e swale or bio-slope (see ODOT BMP manual), Water would then be allowed to infiltrate, with overflows of larger storms being dispersed across open land to the north of the roadway, Additionally improvements would be made to Baldy View Lane, Construction would include widening of the roadway by 3 feet to better accommodate bus vehicles, Additionally a pull-out 23 feet wide and approximately 100 feet long would be constructed to allow buses to pass on Baldy View, Widening and the pull out would occur exclusively on the east side of Baldy View Lane, If closed to non-bus traffic, the south end of Baldy View where it intersects the Peace Health campus on-site roadway system would be improved to accommodate turning movements of an SU-30 design vehicle (i,e, garbage trucks/small fire trucks), If required, Baldy View Lane would be closed with a fire department operable gate at .the connection of the ' driveway described above, Stormwater will be managed for the widening by constructing a roadside swale on the east side of Baldy View Lane, Water would be allowed to infiltrate, with large storm overflows being dispersed to the vacant land east of the roadway, Total additional impervious area, which will be asphalt concrete, is approximately 9,700 square feet. Questions for Springfield Staff: 1, L TO proposed use of swales with infiltration for stormwater, Is this satisfactory to the. City? Has the City ever considered use of bio-slopes (ODOT BMP) for stormwater treatment and if so would that be an acceptable BMP application here? When infiltrating the water, other than DEQ injection well registration, what other permits would be required (Le, drinking water protection, land/drainage alteration permit)? 2, The project is within the McKenzie River floodplain, Previous floodplain analysis by Peace Health indicates very little impact to the McKenzie River as a result of full build- out of the campus or even the urban growth boundary to current zoning standards, It is . assumed construction of the roadway and associated stormwater facilities would not be considered an impact to the floodplain, Would the City require a Floodplain Overlay development permit application, given that the proposal would not affect flood flows or the capacity of the floodplain? Please confirm, 3, Baldy View Lane, in places is failing or failed, L TO plans to remediate the roadway for ride comfort of the EmX vehicle with a 2" overlay, but does not plan to structurally reinforce the roadway, Depending on the duration of EmX on this route it is possible the buses could further damage the structure of the road, L TO proposes to evaluate the road after it is no longer used for EmX service and rehabilitate at that time if required by the City, Is this proposal acceptable and what agreements, if any, needl!YaYe~~~slVed: NOV -9 2009 O,iginal Submitta' between the agencies?
