Proiect Descriation
The scope of this report is to analyze the hydraulic conditions for the replacement of an existing
vehicular bridge that crosses over the Willamette River. The existing Willamette River Bridge
(WRB) structure is being replaced as part of the Oregon Transportation Investment Act (OTIA) III
program and is located at Mile Post (MP) 192.75 on Interstate 5 (1-5), where it crosses over the
Willamette River just east of the city of Eugene. The proposed structure will be located
approximately in the same location as the existing bridge at latitude 44002'43.50" Nand
longitude 123003"00.73 W in lane County, Oregon, as shown in Figure 1. This proposed site is
situated in the southern end of the Willamette Valley. The proposed structure is a concrete deck
arch bridge with two main spans over the channel.
This report summarizes the results of hydraulic analyses conducted to determine the effects of
the temporary and proposed bridge to the 1 OO-year floodplain. A scour analysis and riprap
size requirements were also evaluated for the proposed structure using the 100- and 500-year
flood elevations listed in the lane County Flood Insurance Study (FIS). This report also includes
the results of the following hydraulic "no lyses in TechnicalMemoranda found in Appendices A
through D, respectively, to determine their impacts in relationship to'elements of the proposed
construction on this project:
. 60-inch Culvert (under railroad) Analysis
. Stream Restoration Analysis
. Retaining Wall along Northbound (NB) Exit Ramp Analysis
. 42-inch Corrugated Metal Pipes (CMP) under Contractor's Access Road Analysis
Reaulatorv Standards
The Willamette River is within the limits of 0 detoiled FIS. The corresponding Flood Insuronce
Rate Map has an effective date of June 2, 1999. The community panel number of the map for
the site is 41 039C 1141 F. The FIS indicates that the existing and proposed bridges are within a
regulated floodway in a Zone AE designation and are located at cross-section AE. Zone AE
designated areas correspond to special flood hazard areas inundated by the 1 OO-year flood.
These flood hazard areas have established Base Flood Elevations as shown on the mop in Figure
2. The project is located in a floodway, therefore, and a "No-Rise" analysis is required. The
site is located approximately at River Mile 184 as measured in Terrain Navigator Pro, Version
8. All elevations in the Federal Emergency Management Agency (FEMA) FIS are referenced to
the Nafional Geodetic Vertical Datum of 1929 (NGVD).
The proposed development in the Willamette River is regulated by the curreni lane County
Code (lCC) Chapter 10, Section 271 Floodplain Combining District, which is applicable within
the urban growth boundaries of small cities, and Chapter 16, Section 244 Floodplain Combining

Zone for rural lane County I. As the structure falls within portions of the City of Springfield and
the City of Eugene, the cities' Development Code Section and land Use Code will need to be
followed. The City of Springfield's Development Code Section is 3.3-400, Floodplain Overlay
District, and the City of Eugene's land Use Code is found in Chapter 9, Sections 9.6705 to .
9.6709, Construction of the proposed bridge will require that construction documents meet the
requirements set forth by the regulatory agency, the building code, and FEMA regulations.
Documents will be sent to the lane County and City of Springfield building officials for review
prior to construction.
Geomorphic Evaluation
Aerial photographs from 1936, 1960, and 2008 reveal that the historic conditions of the
Willamette River and its contributing channels have, through time, remained relatively stable on
a global level at the WRB crossing.
