OREGON 97477 DEPARTMENT OF PUBLIC WORKS August 25, 1981 346 MAIN STREET 726.3753 , / Mr. Richard Stottler 1036 Nancy Street Springfield, Oregon 97477 RE: Housing Inspection at 1036 Nancy Street, Springfield, Oregon Dear Mr. Stottler: At your request the Building Division of the City of Springfield conducted a Housing Inspection of the dwelling located at 1036 Nancy Street, Springfield, Oregon on August 21, 1981. STRUCTURAL AND FIRE AND LIFE SAFETY The following items do not meet the standards of the Uniform Housing Code (U.H.C.) as adopted by the City of Springfield: 1) The rise of every step shall be not more than 8 inches nor less than 9 inches in run. U.H.C. 801 2) It shall be the responsibility of the seller to provide and install an operable smoke detector. U.H.C. 901 and Springfield Ordinance Number 3851 3) Every sleeping room shall have at least one openable window or exterior door ap- proved for emergency exit or rescue. Where windows are provided, they shall have a net clear openable area or not less than 4 square feet with no dimension less than 22 inches, with the maximum sill height not to exceed 60 inches above the floor. U.H.C. 801 4) The interior wall separating the house from the garage shall be protected by ma- terials approved for one-hour fire-resistive construction on the garage side and a self..closing solid wood door 1 3/8 inches in thickness. .U.H.C. 601 and State Structural Specialty Code and Fire and Life Safety es.S.C.) 504 ELECTRICAL SAFETY The electrical system has been improperly altered and maintained and constitutes haz- ardous wiring as described in Section 1001 (~) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing electrical system may have met the standards of the code that was in effect at the time of its installation, alterations, and/or improper maintenance require corrections to be made in accordance with both the Uniform Housing Code as adopted by the City of Springfield and the current Oregon State . I Mr. Richard Stottler Housing Inspection 1036 Nancy Street August 25, 1981 Page 2. Electrical Specialty Code (E.S.C.). Oregon Electrical Safety Law Section 22-110 (b) states that electrical work performed on property that is for rent, sale or lease, shall be done by an electrical contractor. 1) The electrical panel shall have a clear working space of not less than 30 inches in front of the electrical equipment. E.S.C. 110-16 2) The outlet under the electrical panel shall not have its grounded conductor at- tached to a terminal so as to reverse the outlets designated polarity. E.S.C. 200-11 3) Grounding type receptacles shall be used as replacement receptacles only on grounded circuits. E.S.C. 210-7 (d) NOTE: The existing electrical panel is at its maximum capacity and no additional electrical load shall be added. Oregon Electrical Safety Law Supplementary 3001 S~~ITATION The plumbing system is badly deteriorated and has been improperly maintained and falls into the category of hazardous plumbing as described in Section 1001 (f) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing plumbing may have met the standards of the code that was in existance at the time of its installation, alterations and/or improper maintenance require corrections to be made in accordance with both the Uniform Housing Code as adopted by the City of Springfield and the current Oregon State Plumbing Specialty Code (P.S.C.). 1) The pressure relief valve on the hot water tank needs to be piped to the exterior of the house and turned downward. P.S.C. 1007 (e) 2) A drain pan shall be installed under the hot water heater.and provided with a drain piped to an exterior location. P.S.C. 1007 3) Where a fixture comes in contact with a wall or floor, the joint shall be caulked water tight. P.S.C. 907 4) Several water closet bolts are presently missing from the floor mounted f~tures. P.S.C. 907 5) Intermembering or m1x1ng of dissimilar metals on water heater and the laundry tray are not approved. P.S.C. 310 6) Repair or rcplace the broken drain on the swimming pool and provide a drywell to receive the pool filter backwash with a capacity of at least twice the amount of effluent discharged during onc normal backwash operation. P.S.C. Appendix G The above violations must be corrected by 45 days from the date of this letter (October 9, 1981).
