The property is 17-03-36-31 Tax Lot 04702. 1989 for City Journal Number 89-01-07. The a Type I ~um Develop~en.t-5tandards (MOS) located a.t.!56~ Main ~treet~!.Jsessor' s Map BACKGROUND The last commercial use of this property was for Paddoch-Baeur Nursery. The property has been vacant since 1987. The property has split zoning. The south 185 feet is zoned Community Commercial; the north 85 feet is Low Density Residential. All commercial uses associated with the proposed nursery must be located on the commercially zoned portion of the property. Any new construction up to 2,000 square feet is subject to MDS. The applicant is proposing to construct a 1,320 square foot shade structure and to demolish and replace a 3,600 square foot open roof structure. ACTION Site Plan preliminary approval is granted subject to conformance with Minimum Development StandardS. STANDARDS TO BE MET (MINIMUM DEVELOPMENT STANDARDS - SECTION 31.040) FINDINGS AND CONDITIONS 1. THE DEVELOPMENT MUST CONNECT TO PUBLIC UTILITIES. a. Sanitary sewer, Storm Sewer, Water and Electricity are available to the site. b. The Springfield Utility Board has required the installation of an Oregon State Health Division approved reduced pressure principle backflow preventer to be installed on the two inch water service line to the property. A plumbing permit from the City is required for this installation. Contact Bill Scott at the Springfield Utility Board for information regarding this device. ~ . . . . . \ o \ \ \ \ j c. Drainage of the parking area shall be tied into the existing catchbasin on Main Street. 2. THE DEVELOPMENT MUST COMPLY WITH THE SPRINGFIELD BUILDING SAFETY CODES. Any new construction shall be done after first obtaining permits through the Building Safety Division. 3. PARKING AND CIRCULATION AREAS MUST BE PAVED AND STRIPED, AND WHEEL STOPS MUST BE INSTALLED. Parking standards based on the uses indicated on the Site Plan are: Retail/office - 1,446 square feet @ 1 per 300 square feet = 5 spaces Warehouse Commercial - 7,280 square feet @ 1 per 600 square feet = 12 A total of 17 parking spaces need to be installed. One of the spaces will need to be constructed and marked for handicap use only. The dimension of handicap parking spaces is 13'xI8'; standard parking spaces are 9'xI8' and 20% of the total number of required spaces can be compact spaces which are 9'xI6'. All travel areas need to be paved and parking areas need to be paved, striped and provided with wheel stops. 4. CURB CUTS WHICH EXCEED THE STANDARDS OF THIS CODE MUST BE CLOSED AND REPLACED WITH STANDARD CURB AND GUTTER, AND SIDEWALK WHERE NEESSARY. There are two existing curb cuts. One curb cut is located on North 16th Street and one is at the western edge of the property on Main Street. Both curb cuts have been reviewed and are permitted to continue. 5. SIDEWALKS MUST BE INSTALLED WHEN THE SITE ABUTS A CURB AND GUTTER. A PULBIC IMPROVEMENT AGREEMENT MUST BE REQUIRED WHEN THE SITE DOES NOT ABUT CURB AND GUTTER. Sidewalks exist on both street frontages. 6. A 5 FOOT WIDE LANDSCAPED PLANTER STRIP WITH PERMANENT IRRIGATION MUST BE INSTALLED BETWEEN THE STREET SIDE PROPERTY LINE AND PARKING AREAS OR STRUCTURES. IF STREET TREES DO NOT EXIST, THEY MUST BE INSTALLED IN THIS PLANTER STRIP. Street trees need to be installed in the 4 foot planter strip, along Main Street and behind the sidewalk along North 16th Street. Landscape areas around the nursery will be replaced and maintained. 7. STREET LIGHTS MUST BE INSTALLED. No additional street lights are required. 8. TRASH RECEPTACLES AND OUTDOOR STORAGE AREAS MUST BE SCREENED. Screening needS to be provided around the existing dumpster site. Screening also needs to be provided between the the commercial and residential properties on the North. Screening can be accommodated by fencing or landscaping. ~ . . . . \ .,; ADDITIONAL INFORMATION \ Because the last use of this property was as a nursery the reuse of this property as a nursery does not constitute a change in use. Site Plan approval and MDS are required only if you construct the new buildings. It is possible, because the required improvements are non-safety related items, to allow the phasing of improvements which woUld be detailed in the Development Agreement. Within 90 days of the date of this letter (April 21, 1989) you need to submit a Final Site Plan drawn to scale which shows the additional items listed under STANDARDS TO BE MET on your plan. 2. Upon the approval of the Final Site Plan, staff will prepare a Development AGreement which will also have to be signed y the property owner. 3. Once the Final Site Plan is submitted along with the signed Development Agreement the Site Plan Review process will be complete and building permits can be issued. Prior to Final Inspection by the Building Division a Site Plan Inspection WOUld be conducted.
