George Wilhelm 1526 Main St. #24 Springfield, OR 97477 r ~,"" ~ RE: 1500 & 1526 Main St. - Storage Container Placement - W.O. #3597 - I have reviewed the conditions relative to the placement of ,the storage containers on these properties with regard to compliance with applicable code provisions for separation from adjacent buildings and property lines. I have discussed these condi- tions with Dave Puent, Building Official of Springfield, and he requested that I make a code analysis and written statement with regard to my findings. Based on my observation of the conditions and review of the applicable code requirements, I make the following report and findings: 1. DescriPtion of Buildings: These are used ocean transport shipping contain- ers of aluminum and/or steel construction which have been reconditioned and fitted with additional doors to be used as storage space in conjunction with the apartment dwelling occupancy on these properties. These storage units are 8 ft. wide, 8 ft. high and 35 ft. long. They are set on a gravel base or asphalt pavement on top of the ground surface. The containers are placed so that the closest distance to the property line is at 1500 Main Street where the distance to the west property line is 7 ft. The closest distance to adjoining building is 12, ft. at the south and the closest distance between containers is 6~ ft. Containers have access on all sides to the doors. 2. Code Analysis: I have read the October 4, 1989 memorandum from the City of Springfieid Development Services Department to you, which in Item #1(c) indicates a minimum placement or separation from the property lines and from adjacent structures. It appears that the placement is based on de- termining that these storage units constitute a Group B-2 storage' oc- cupancy. My review of the code criteria would result in a determination that these storage units are a Group M-1 occupancy as a detached private storage shed accessory structure to the Group R-1 multi-family dwelling occupancy. The square footage of even two of these storage units combined is less than the maximum 1,000 sq. ft. allowed for the Group M-1 occupancy and the use is actually a private storage structure, which is similar to other attached or detached private accessory structure to a residential occupancy. As a Group M-I occupancy, the minimum distance to a property line allowed in Table 5-A is 3 ft. The minimum distance from the storage unit to a R-l occupancy with an assumed property line between the two would I -2- I be 8 ft. and the minimum distance between adjacent M-1 occupancy buildings would be 6 ft. with an assumed property line between. As further just ificat ion that the M-l occupancy can be related to other than a single family residence occupancy, Table 5-B indicates the one-hour occupancy separation between the M-l and any of the other occupancies and H-l; therefore, an M-1 occupancy can be attached or accessory to any of these other occupancies. I know of no code criteria that would limit the M-l occupancy in any other way; therefore, I believe that the installation of these storage containers is in accordance with the applicable code requirements.
