What is a Dispute Resolution Services (DRS) complaint? The CCB accepts and processes
construction contract disputes against contractors within the jurisdiction of the agency. Home owners,
material suppliers, other contractors, and employees may file complaints against CCB licensees. These
matters are reviewed and processed by CCB's Dispute Resolution Services (DRS).

Complaints can be filed for a number of different reasons. A homeowner may dispute the work
performed by the contractor (e.g. quality of work or breach of contract); a contractor may encourage a
homeowner to file a complaint to utilize CCB dispute resolution services.
A construction business, no matter how good, may have a complaint filed against it. A high
volume of work can increase the chance of having a dispute on the records. On the other
hand, a large number of recent complaints may indicate a contractor is having problems
satisfying customers. '
Your home may be one of the largest investments you make. A CCB DRS history report can be a tool
for helping you choose the right contractor for your project. There are many considerations that go into
making a carefully planned decision.

BUSINESS VOLUME REPORT
Contractors with high volumes of business and many years of service have a greater likelihood of
having complaints filed against their license
Contractors may voluntarily submit the number of constructions projects (definition below) completed
in the last calendar year. This may help you understand their volume of business.
The CCB defines a "construction project" as a job or series of connected jobs for a specific owner at a I
specific address. A construction project may involve several contracts if they are all part of one overall I
project.

To Request an inspection call the 24 hour recording at 726-3769. All inspections requested before 7:00
a,m. will be made the same working day, inspections requested after 7:00 a.m. will be made the following
work day.
Demolition: After demolition is complete, sewer is capped or septic is pumped and filled and inspection is
requested and approved, and all debris is removed from the site.
Sanitary Sewer Cap: Capped within five (5) feet of the property line and capped with an approved material as
required by the code.

established time frame. In order to achieve compliance with the notice and order, the
demolition work must have commenced within 30 days of the date of the letter (June 3,
2007) and be completed within 60 days of the letter (July 3,2007). Although you
purchased a demolition permit on May 9,2007, a site inspection yesterday revealed no
demolition work has been done on the property. Please contact this office within ten (10)
dayi;"to notify us of your commencement and completion date. This timeframe must

Subject: Substandard Structure Located at 1483, 1485, and 1487 Main Street, Springfield,
Oregon
Dear Property Owners:
The structures located at the above address, more particularly described as Lane County
Assessor's Map & Tax Lot Number 1703363205500, is an unsafe and substandard building as
described in the Springfield Building Safety Codes Administrative Code. Lane County
Assessment and Taxation records indicate you are the owner of this property.
Section 203 of the Administrative Code describes buildings, which are substandard or unsafe as
those, which are structurally inadequate, have inadequate egress, or which constitute a potential
fire hazard or are otherwise dangerous to human life. The following items include, but are not
limited to, conditions existing at the structure classifying it as a substandard building:

I. The structural members ofthe'structure have been severely weakened to the point of
collapse due to fire damage. If you choose to repair the structure, it must be repaired to
meet Oregon One and Two Family Dwelling Code requirements.

2. Due to the fire, the structure is open and accessible and has created an attractive nuisance.
No person in charge of property shall permit an open, vacant structure which is attractive,
dangerous and accessible to children or which is used for habitation by trespassers.
3. Damaged roof coverings and broken windows allow for weather infiltration. Every
structure shall be weather protected so as to p'rotect structural components from
deterioration.

Section 202 of the Springfield Housing Code requires that structures classified as substandard
must either be repaired or demolished. Therefore, this is your notice that you must secure
penn its to either rebuild/repair the structure where it is deficient or demolish it.
Section 104 of the Springfield Building Codes Administrative Code requires that the repairs
must comply with the provisions of the Structural, Plumbing, Mechanical and Electrical
Specialty Codes. If the building is to be rebuilt or repaired, pennits must be purchased and work
must commence within 30 days from the date of service of this notice and order.

If the building is to be demolished, demolition work must commence within 30 days, and must
be completed within 60 days from the date of this notice and order. Completion means that the
structure and the property must be inspected and approved by the appropriate representatives of
the Building Safety Division. The sewer must be capped atthe property line or the septic tank
must be pumped and filled by a person holding a sewage disposal service license as provided fir
in Chapter 340, Division 7 of the Oregon Administrative Rules.

If you do not seek corrective action within the time frame outlined above, the City may seek
compliance with the Building Safety Codes through legal recourse, which may include
Municipal Court Proceedings or the City may proceed to eliminate the hazard and charge the
costs thereof against the property or its owners.
Any person having any record title or legal interest in the building may appeal from this notice
and order to the Building Board of Appeals, provided that the appeal is made in writing and filed
with the City Building Official within 10 days from the date of service of this notice and order.
Failure to appeal will constitute a waiver of all rights to an administrative hearing and .
detennination in this manner. .

regarding the unsafe and substandard structures at the above referenced location.
The notice and order required the structure either to be repaired or demolished within an
established time frame. In order to achieve compliance with the notice and order, the
demolition work must have commenced within 30 days of the date of the letter (June 3,
2007) and be completed within 60 days of the letter (July 3, 2007). Although you
. purchased a demolition permit on May 9,2007, a site inspection yesterday revealed no
demolition work has been done on the property, Please contact this office within ten (10) ,

Dear Property Owners:
The structures located at the above address, more particularly described as Lane County
Assessor's Map & Tax Lot Number 1703363205500, is an unsafe and substandard building as
described in the Springfield Building Safety Codes Administrative Code. Lane County
Assessment and Taxation records indicate you are the owner of this property. '
Section 203 of the Administrative Code describes buildings, which are substandard or unsafe as
those, which are structurally inadequate, have inadequate egress, or which constitute a potential
fire hazard or are otherwise dangerous to human life. The following items include, but are not
limited to, (;onditions existing at the structure classifying it as a substandard building:
1. The structural members of the structure have been severely weakened to the point of
collapse due to fire damage. If you choose to repair the structure, it must be repaired to
meet Oregon One and Two Family Dwelling Code requirements.
2. Due to the fire, the structure is open and accessible and has created an attractive nuisance.
No person in charge of property shall permit an open, vacant structure which is attractive,
dangerous and accessible to children or which is used for habitation by trespassers.
3. Damaged roof coverings and broken windows allow for weather infiltration. Every
structure shall be weather protected so as to p'rotect structural components from
deterioration.

Section 202 of the Springfield Housing Code requires that structures classified as substandard
must either be repaired or demolished. Therefore, this is your notice that you must secure
permits to either rebuild/repair the structure where it is deficient or demolish it.
Section 104 of the Springfield Building Codes Administrative coderequires that the repairs
must comply with the provisions of the Structural, Plumbing, Mechanical and Electrical
Specialty Codes. If the building is to be rebuilt or repaired, permits must be purchased and work
must commence within 30 days from the date of service of this notice and order.
If the building is to be demolished, demolition work must commence within 30 days, and must
be completed within 60 days from.the date of this notice and order. Completion means that the
structure and the property must be inspec,ted and approved by the appropriate representatives of
the Building Safety Division. The sewer must be capped atthe property line or the septic tank
must be pumped and filled by a person holding a sewage disposal service license as provided fir
in Chapter 340, Division 7 of the Oregon Administrative Rules.
If you do not seek corrective action within the time frame outlined above, the City may seek
compliance with the Building Safety Codes through legal recourse, which may include
Municipal Court Proceedings or the City may proceed to eliminate the hazard and charge the
costs thereof against the property or its owners.
Any person having any record title or legal interest in the building may appeal from this notice
and order to the Building Board of Appeals, provided that the appeal is made in writing and filed
with the City Building Official within 10 days from the date of service of this notice and order.
Failure to appeal will constitute a waiver of all rights to an administrative hearing and
determination in this manner.

As a result of a recent inspection, the City of Springfield Community Services Division,
Building Safety, has determined that the structure located at the above referenced location, also
known as Lane County Assessors Map #17033632, Tax Lot 05500, for reasons below,
substandard and unsafe buildings as described in the Springfield Building Safety Code
Administrative Code. Lane County Assessment and Taxation records reveal that you are the
owner ofthis property.

electrical power. At the time of my inspection, numerous electrical code.vio1ations
were observed, and as a result, a complete electrical inspection of the structure will be
required prior to the electrical service being reconnected.
3. Each dwelling shall be provided with a water closet, lavatory, and a bathtub or shower.
Although these fixtures maybe installed in the dwellings, the lack of water service
produces inadequate and.unsanitary sewage and plumbing facilities.
4. Lack of adequate garbage and rubbish storage and removal. Because the improper
storage and disposition of waste creates a potentially serious public health ha2ard, dead
organic matter and debris must be stored in covered leak proof containers and be
removed a minimum of once every seven (7) days.
Section 204 (b) of the Administrative Code provides procedures where the Building Official
may require vacation of the premises when cited deficiencies represent an immediate ha2ard to
life, limb, property or safety of the public or its occupants. Notice is hereby served that the
property is being posted substandard due to the potential ha2ards resulting from the above cited
conditions.
Occupancy may not take place until the above mentioned unsafe and substandard conditions
are corrected and approved by this office.
