The Transportation Division has reviewed the materials provided with the subJect application.
The findings and required conditions outlined below are provided for your implementation in the
land use decision.
General
Finding:: The site is located at the northeast c~rner of the intersection of 39ili Street and Main
Street (3912 Main Street). The applicant is proposing to add approximately 3960 square feet of
paving on the northern portion of the lot, add wheel bumpers to this area for parking, restripe the
existing parking area and stripes the new pavement, and adds a bioswale north' of the new
parking area.
On-Site Parkin!';
Finding:: One of the SDC standards applicable to MDS Approval is SDC 5.l5~120(E) which
states that "Access to the public right-of-way shall comply with Section 4.2-120." In the stated
section, SDC Table 4.2-2 requires a minimum driveway throat depth of 18 feet.
finding: The Main Street driveway throat of does not comply with SDC Tabl~ 4.2-2.
Finding:: One of the wheel bumpers shown on the submitted plans is partly over the east
property line.
Reauired Condition: Striping and wheel bumper placement shall conform to SDC 4.6-115
and shall be located on the subject property.
Pronosed Site Access
Finding: The existing access to site parking is via one driveway onto Main Street, and two
driveways on 40ili Street.
Finding:: I have coordinated with Lynn Deterring ofODOT, as the Main Street access is under
ODOT jurisdiction. In our conversation, she related that ODOT does not have an access permit
for this driveway onto the McKenzie Highway (Main Street) and that the site has other
reasonable alternate access onto 39th Street.

Reauired Condition: The applicant shall contact OOOT and either:
1) Obtain an access permit for the Main Street driveway-and eliminate the most
southeasterly parking stall in order to provide an 18 foot driveway throat as per SOC
Table 4.2-2. -OR-
2) Close the access to Main Street by restoring the curb and sidewalk facility after
obtaining a no-fee miscellaneous permit required to work within OOOT right-of-way.
(Specifications and standard drawings would be provided by OOOT.) With this
configuration, the most southeasterly parking stall may be retained, but would need to be
marked "Compact" to maintain conformance with SOC 4.6-115.
. In either case, the' applicant must provide evidence of OOOT's permit/decision.

Hello.
Thanks tor stopping in this a.m. and bringing this one to our affention. At the subject property ITl 1401). OOOT
does not have an access permit tor this driveway onto the McKenzie Highway (Main Street). This location is Hwy
015. Mile point 4.26. Stationing 162+97.
ODOT Comments:
Access trom Tl 1401 onto the McKenzie Highway is not permiffed. This site has reasonable alternate access
onto 39th Street. The tollowing options exist:
1) The applicant will need to apply for an access permit with OOOT and will have to provide engineered proof
(for OOOT review & approval) showing the access's is necessary tor the site's function and traffic circulation. It
the access is cieemed necessary. reconstruction ot the approach or mitigation may be required. It the access
is not deemed necessary. the access to the Highway would need to be closed (see #2 tor intormation on
closure of an access).
2) Close the access to the highway by restoring the curb and sidewalk tacility. Specitications and standard
drawings would be provided by OOOT. A no-tee miscellaneous permit would be required to work within OOOT
right-of-way.
