AN ORDINANCE AMENDING ORDINANCE NO. 6233 (Special) AN ORDINANCE OF THE COMMON
COUNCIL TO STIMULATE AND ENCOURAGE THE DEVELOPMENT AND REDEVELOPMENT OF
SINGLE FAMILY OR DUPLEX RESIDENTIAL HOUSING STARTS, AND SPECIFICALLY AMENDING
AND CLARIFYING THE ASSESSMENT FOR.A DEFERRED CHARGE OR FEE AND DECLARING AN
EMERGENCY.
WHEREAS, the Council adopted Ordinance No. 6233 (Special) on January 20, 2009.
WHEREAS, the Council wishes to amend Section 1 of Ordinance No. 6233 (Special) to clarify the
assessment procedure by the City Finance Officer.
NOW, THEREFORE, be it resolved by the Common Council by the City of Springfield as follows:
Section 1. Section 1 "Assessments" of Ordinance No. 6233 (Special) is hereby amended to read
as follows:
"The City Finance Officer is authorized to prepare and receive requests for and
consent to assessment of the amount of fees or charges deferred in accordance
with Resolution No. 09-02. This City Finance Officer shall enter the assessment
in the docket of City Liens. Upon the entry in the docket of City Liens, the
assessment shall constitute a lien upon the property which received the deferred
charge or fee."
Section 2. Assessments by the City Finance Officer pursuant to Ordinance No. 62~3 (Special)
are valid upon entry in the docket of City Liens, notwithstanding any lack of recordation in the
Lane County Deeds and Records.
Section 3. It is hereby found and determined that matters regarding the assessment of fees
and charges referenced in Section 1 hereinabove is necessary for the immediate economic
stimulation and encouragement of single family or duplex residential housing within
Springfield's planning and building jurisdiction and, therefore, an emergency exists and this
Ordinance shall take effect upon adoption by the Council and approval by the Mayor.
Section 4. Except as specified herein, all others terms and conditions of Ordinance No. 6233
(Special) shall remain in full force and effect.
Adopted by the City Council of the City of Springfield this 19th day of October, 2009, by a
vote of , in favor and 0 against.
Approved by the Mayor of the City of Springfield this 21st
