RESOLUTION 09- 41
A RESOLUTION ESTABLISIDNG A TRANSPORTATION SYSTEMS DEVELOPMENT
CHARGE, AMENDING RESOLUTION NO. 09-04 AND SETTING AN EFFECTIVE DATE
WHEREAS, on January 20,2009, the council adopted Resolution 09-04 adopting a modification to the
Transportation Systems Development Charge Project List; and
WHEREAS, by Resolution 09-04, the Council increased the rate of the Systems Development charge as
follows: the Reimbursement component shall be $48.30 per trip end and the Improvement component
shall be $176.04 per trip end, for a total Transportation System Development Charge of $224.34 per trip
end; and
WHEREAS, by Resolution 09-04 the Council determined that rate should become effective as of March
15,2009 for commercial and industrial developments, and as of October 16,2009, for single family and
two family residential development; and
WHEREAS, the City Manager, at a work session on September 28, 2009, advised the Council with
respect to the impact of delaying the increase in the residential rate; and
WHEREAS, based on the information provided by the City Manager, and information provided by the
public and all the facts and circUmstances, the Council hereby fmds and determines that a further delay in
increasing the rate for single family and two family construction may have a beneficial impact on the
local economy, while having no substantial adverse impact on the finances of the City;
NOW THEREFORE, BE IT RESOLVED, that the effective date of the increase in the Transportation
SDC rate, fixed as October 16, by Resolution, 09-04, shall be amended and revised to March 1,2010; and
BE IT FURTHER RESOLVED, that the City Manager is directed to report to the Council on or before
March 1,2010, with recommendations for further action with respect to the Transportation SDC rate as it
shall apply to one and two family residential development; and
BE IT FURTHER RESOLVED, that this Resolution shall take effect upon approval of the Council and
signature by the Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, by a vote of ~ for and ~
