Condition #1: Prior to approval of the Final Plat, the applicant shall obtain a variance
for the Parcell north-south street frontage pursuant to Planning Action DRC2009-
00002. The variance must establish a 45-foot frontage for Parcell on 26th Street,
where 60 feet is required.
Applicant Response: The variance was approved on 2/27/09, Case No. DRC2009-00002.
Staff Finding: Satisfied.
Condition #2: Prior to or concurrent with approval of the Final Plat, the applicant shall
execute and record a public sidewalk easement for the western five feet of Parcels 1
and 2.
Applicant Response: The dedication of this easement is on the face of the plat.
Staff Finding: Satisfied.
Condition #3: Prior to or concurrent with approval of the Final Plat, the applicant shall
execute and record a public right-of-way dedication for the southern five feet of Parcel
1 as generally depicted on the tentative plan.
Applicant Response: The dedication of this right-of-way is on the face of the plat.
Staff Finding: Satisfied.
Condition #4: Prior to issuance of occupancy for a dwelling on Parcell, a 5-foot wide
curbside sidewalk shall be constructed along the entire G Street frontage of Parcel 1.
The sidewalk shall be constructed to City Standards and connect with the existing
sidewalk at the intersection of 26th and G Streets.
Applicant Response: This will be done with building construction, prior to issuance of an
occupancy permit, as noted in the condition. '

inspections are nearing conclusion.
Condition #5: Prior to approval of the Final Plat, at least three street trees shall be
installed along the 26th Street frontage of Parcels 1 and 2 as generally depicted on the
tentative plan.
Applicant Response: A bond or deposit will be posted with the City prior to final plat approval.
Staff Finding: Pending. A deposit of $250 for each required street tree can be submitted to
the City and the funds will be placed in escrow. Upon completion of the tree planting, the
applicant can request refund of the deposit, and the City will inspect the site to confirm street
tree installation.

Condition #6: Prior to issuance of occupancy for a dwelling on Parcell, at least two
street trees shall be installed along the G Street frontage of the property.
Applicant Response: This will be done prior to issuance of an occupancy permit, as noted in
the language in the condition.
Staff Finding: Pending. . See comment above regarding street tree deposits.
Condition #7: Prior to approval of the Final Plat, the applicant shan execute and record
an Improvement Agreement for 26th Street for sidewalk and street lighting
improvements.
. Applicant Response: Draft Improvement Agreements are submitted with this application.
Staff Finding: Partially satisfied. The Improvement Agreement should be printed on legal
size paper and executed by the property owner/applicant prior to submittal of the final Plat.
Condition #8: Prior to approval of the Final Plat, the applicant shall execute and record
an Improvement Agreement for G Street for street trees and street lighting
improvements.
Applicant Response: Draft Improvement Agreements are submitted with this application
Staff Finding: Partially Satisfied. See comments in #7 above.
Condition #9: Prior to approval of the Final Plat, the applicant shan obtain necessary
permits and install private sanitary sewer lines to serve. Parcel 2 and the dwelling on
Tax Lot 9200 as generally depicted on the tentative plan.
Applicant Response: The sewer lateral lines have been permitted, constructed, and inspected
by City staff. The new laterals have been connected to the public sewer by the City's contractor.
Staff Finding: Satisfied.
Condition #10: Prior to or concurrent with approval of the Final Plat, the applicant
shall execute and ,:ecord a 5-foot wide private sewer easement to benefit Parcel 2 and
Tax Lot 9200 as generally depicted on the tentative plan.
Applicant Response: Draft easements are included with this application and shown and
referenced on the plat.
Staff Finding: Satisfied.
Condition #11: Prior to approval of the Final Plat, the applicant shall coordinate with
SUB Electric and other utility providers as may be necessary to relocate private utility
lines serving the existing dwelling on Parcel 2, including but not limited to electrical
power, telephone, and cable TV.
Applicant Response: The conduits are in place, waiting final plat approval to switch over to
the new underground lines. Location and construction was' coordinated with SUB.
Staff Finding: Partially Satisfied. New electrical meter box and conduit appears to be
installed. However, property owner does not have to await final platting for installation to occur.

Condition #12: Prior to approval of the Final Plat, the applicant shall obtain necessary
permits and install the underground utility lines serving Parcels 1 'and 2 to the
satisfaction of the utility providers. In accordance with the applicant's project
narrative and SDC 4.3-125, all utility lines shall be placed underground.
Applicant Response: The conduits are in place, waiting final plat review to install the new
underground lines. Location and construction was coordinated with SUB.
Staff Finding: Partially Satisfied. See comments in #11 above.
Condition #13: Prior to or concurrent with approval of the Final Plat, the applicant
shall execute and record a suitable utility easement across the Parcell "panhandle"
extension for the benefit of Parcels 1 and 2.
Applicant Response: Draft easement is included with this application and shown and
referenced on the plat.
Staff Finding: Satisfied.
Condition #14: Prior to approval of the Final Plat, the applicant shall obtain necessary
permits and install the water service for Parcell as generally depicted on the
tentative plan.
Applicant Response: SUB has agreed to locating the service from their line in 26th Street as
shown on the tentative plan. Installation is waiting for the approval of the final plat.
Staff Finding: Satisfied.
Condition #15: Prior to or concurrent with approval of the Final Plat, the applicant
shall execute and record a 5-foot wide Public Utility Easement along the west side of
Parcel 2; and along the west, south and east sides of Parcell as generally depicted on
the tentative plan.
Applicant Response: Easements are created on the face of the plat.
Staff Finding: Satisfied.
Condition #16: Prior to issuance of Final Occupancy for any dwelling on Parcel 1, at
least two paved off-street parking spaces shall be developed on the site for each
dwelling unit.
Applicant Response: Two spaces, one for each unit, will.be located in the driveway. Two
spaces, one for each unit and separated by a wall, will be inside the garage. This will be
completed prior to issuance of an occupancy permit, as noted in the language in the condition.
Staff Finding: Satisfied. Staff will confirm driveway construction and paving prior to
occupancy.

Condition #17: Prior to approval of the Final Plat, the applicant shall obtain necessary
permits and install a paved residential driveway off 26th Street to serve Parcel 2 as .
generally depicted on the tentative plan. Unused portions of the oversize curb cut
shall.bereplaced with verticalface curb and gutter in accordance with City .
standards.
Applicant Response: The driveway has been permitted, constructed and inspected by the
City.
Staff Finding: Satisfied.
Condition #18: Prior to approval of the Final Plat, the applicant shall obtain necessary
permits and replace the curb cut and driveway approach located near the midpoint of
the south property line of Parcell with vertical face curb, gutter, sidewalk, and
planter strip (as appropriate).
Applicant Response: A bond or deposit will be placed with the City so that this curb cut can be
used during construction of the duplex and removed/replaced concurrent with the other concrete
work on Parcell (driveway and apron, garage floor, and sidewalk along G'Street).
Staff Finding: Partially satisfied. Applicant shall coordinate with Public Works on this issue.
Separate encroachment permits and paving deposits maybe required for both the new and
existing driveways to facilitate this request.
Condition #19: The applicant shall provide and maintain adequate vision clearance
triangles at the corners of the site driveways in accordance with SDC 4.2-130,
including but not limited to proper placement of street trees and other on-site
vegetation to ensure vision clearance areas are unobstructed.
Applicant Response: VCTs will be maintained at driveway corners andat the intersection of
26th Street and G Street.
Staff Finding: Satisfied.
Condition #20: Prior to or concurrent with approval of the Final Plat, the applicant
shall install new addressing numbers on the existing house to represent its address
assignment on 26th Street.
Applicant Response: This will be done prior to final plat approval. Lisa Hopper has been
contacted.

THIS IS NOT A DECISION ON THE PI!AT. The plat pre-submittal meeting shall be held within
one year of the date of the Land Division Tentative approval. A complete Land Division Plat
application shall be submitted within 180 days of the pre-submittal meeting. If the applicant has
not submitted the Land Division Plat application within these time frames, the Land Division
Tentative approval shall become null and void and re-submittal of the Land Division Tentative
application shall be required per SDC 5.2-140.

Land Division Plat Applic'~tion Process (see next page for a diagram of this process)
1. Applicant Submits a Land Division Plat Application for Pre-Submittal
- ".- The' application must conform to the Land Division Plat Pre-Submittal Requirements
Checklist on pages 5 & 6 of this application packet.
. The purpose of pre-submittal is to ensure the applicant has all items necessary for a
complete submittal.
. A pre-submittal meeting to discuss completeness is mandatory.,
. Pre-submittal meetings are conducted every Tuesday and Friday, from 10:00am -
noon.
. We strive to conduct the pre-submittal meetings within five to seven working days of
receiving the application. .
2. Applicant and the City Conduct the Pre-Submittal Meeting
. The applicant, owner, and design team are strongly encouraged to attend the pre-
submittal meeting.
. The meeting is held with representatives from Public Works Engineering and
Transportation, Community Services (Building), Fire Marshall's office, and the Planning
Division.
. The meeting is scheduled for 30 to 60 minutes.
. The Planner provides the applicant with a Pre-Submittal Checklist at the end of the
meeting specifying the items required to make the application complete if it is not
already complete.
. The applicant will then have 180 days to make the application complete for submittal
and acceptance by the City.
3. Applicant Submits a Complete Land Division Plat Application
. When the applicant has addressed all items on the Pre-Submittal Checklist" and the
City Surveying Section has notified the applicant's surveyor that the plat and other
documents are sufficiently refined, the applicant can submit a complete application to
the City Survey Section located in the NW Quad of City Hall.
. The application must conform to the Land Division Plat Submittal Requirements
Checklist on page 6 of this application packet.
. If the submittal is deemed complete, the City Survey Section will sign-off on the City
Survey approval sheet and send the applicant to the Development Services
Department for application submittal and fee collection.
. Planning staff checks and signs the mylars.
4. Applicant Records Plat at Lane County &. Submits Plat and Documents to City
. After Planning staff checks and signs the mylars, the plat may then be recorded by the
applicant's surveyor at Lane County. '
. After plat has been recorded at Lane County, applicant submits five (5) recorded,
rolled paper copies of the plat and three (3) copies of required documents to the
Development Services Department prior to the issuance of building permits.
