Minimum Development Standards (MDS) requirements
1250 Main Street. - Jo. No. 2000-03-0065. These requirements are tied to City council issues
relating to beautifying the City, improving City streets and the transportation system. and
supporting economic development. .
D~ar Mr. Schmult:
Thank you for submitting the MDS application for the property at 1250 Main Street to open a
used car dealership. The following requirements are made after a site visit and consultation with
Oregon Department of Transportation and our traffic and engineering departments.
(I) The following standards shall be met within 90 days of this letter in order to successfully.
complete the MDS process:
(a) Trash receptacles and outdoor storage areas shall be screened by a structure or enclosure
. such as a site obscuring fence, pennanently affixed to the ground.
Your plot plan does not show any storage or trash receptacle areas. If you place storage
areas or trash receptacles on site, they must meet the screening requirements listed above.
(2) The following improvements shall be completed within 90 days of this letter or two years of
the date of Plot Plan approval, provided that security is provided in accordance with
subsection 31.110(4):
(a) Parking requirements are based on the square footage of the building. Based on the plot
plan you submitted the office building is 1440 square feet. Four parking spaces are
required to be installed. One handicapped parking space is required if you provide 6-25
parking spaces. The designated handicapped parking space is a 9-ft. space with an
abutting aisle of at least g feet wide, as part of an accessible route to the building
entrance.
(b) Parking areas must be paved and striped with wheel stops or linear curbs installed for
parking spaces abutting landscaping, structures and/or undeveloped land.
(c) Parking lots shall be maintained by the property owner or tenant in a condition free of
litter, dust, and deteriorated pavement conditions shall be improved to maintain
confonnance with standards.

(d) A five foot-wide landscaped planter strip with approved irrigation or approved drought
resistant plants shall be installed between the required sidewalk and parking areas or
structures. Where this is an unimproved street a four foot-wide landscaped planter strip
shall be required to be set back one foot from the property line. Where there is no room
for a landscaped strip due to existing structures, paved parking, changes of elevation or
. location of utilities including catch basins, decorative fencing (e.g. wrought iron or
masonry) subject to the height and vision clearance setbacks of Section 18.00 of this code
located directly behind the property line may be approved in lieu of the landscape strip or
landscaping equivalent to the amount required may be placed at the property comers or
other areas which are visible from the street as agreed to by the City and applicant.
Please provide landscaping in the planter boxes shown on your plot plan. The plants
must be drought resistant plants if irrigation is not provided. Please provide ten shrubs,
five gallons in size, for every thousand square feet of planting area along the street
frontage.
(e) Street trees (unless applicant can demonstrate that the required trees will interfere with
existing underground utilities) and street lights shall be installed. Where there are
overhead utilities, required trees can be selected from the approved tree list as specified
in Section 32.050 of this Code.
There are three existing street trees planted along the street frontage. You are not
required to plant street trees.
(d) Steve Templin, Engineering, has made the following requirements:
. All newly installed catch basins must be multi-chamber design with an oil-filtering
medium in the inlet chamber.
. The new construction to the existing drainage system shall bypass the existing catch
basin. Additional flow shall not be directed into the existing catch basin.
· A plumbing permit is required for the new piping and catch basin. Systems
Development Charges (SDC) will be due for the paved area at that time. Based on
the newly created impervious surface area, storm drainage system development
charges will be approximately $1, 640.00
(e) Mike Barker, ODOT, requires you to apply for an Approach Permit. You may contact
his office for a permit at 726-2552.
