Dear Ed and Julie:
As we discussed, the Springfield Development Code (SDC) 31.010 requires any business that has changed
use or e"llanded by no more than fifty percent or 10,000 square fect to be reviewed for Minimum
Development Standards (MDS). These standards help establishments comply with new development
standards without the cost and time required for a full site plan review.
Your recent proposal to remodel your building and open a shoe store 'at the above address requires an
MDS review. The following conditions must be met to successfully complete this MDS process:

Under Article 31 of the Springfield Development Code - Maintaining the Use:
It shall bc the continuing obligation of the property owner to maintain the planting in an
attracti"e manner frce of weeds and other invading vegctation. All planted materials must
have a permanent irrigation system unlcss drought rcsistant plants are used.

Parkin!! Lots - shall be maintained by the propcrty owner or tcnant in a condition free of
litter dust, and deterioratcd pavemcnt conditions shall be improved to maintain
conformance with standards. Parking areas must be pavcd and stripcd with wheel stops or
lincar curbs installcd for parking spaces abutting landscalling, structures andlor
undeveloped land.
Reminder: Please mark your designated "handicapped" parking space ( 9-ft- space with an
abuning access aisle at least 8 feet wide, as part of an accessible route to the building
entrance). Wheel stops shall be a minimum of 6-feet in length and not less than 6 inches in
height, set back from parking stalls a minimum of 2 feet to allow for vehicle encroachment.
The handicap ramp from the parking lot to store entrance is to be constructed per City
building code standards (3/3/98 meeting with the City Plans Examiner, Mr. Pleger).
