Applicant Response -' taken from: Applicant's statement included with submittal received 1/3/08 Condition #1: 1. Execute and record an Improvement Agreement for paving, curb/gutter, storm sewer, sidewalk, street lighting and street trees on B Street. Applicant Response: A copy of the proposed Improvement Agreement was included in the submittal. Staff Finding: A copy of the Improvement Agreement was received as part of the submittal. Condition #2: 2. The extension of the 6". sanitary line past the proposed 7' PUE along B Street shall remain private, and be covered through a joint access pnd utility easement and maintenance agreement for lots 2, 3, 4, and 5. Applicant Response: To keep the sanitary sewers private, the design was converted to one 4" lateral for each lot at the time of building permit application., - Staff Finding: Sewer lines have been installed. Condition #3: Prior to approval of the Final Plat, the applicant shall extend the proposed 4 inch sanitary sewer service laterals for parcels 2, 3, 4, and 5 to the respectivepan portions of the subject lots. Applicant Response: The developer has stated that this has been 'completed. Staff Finding: Sewer lines have been installe'd. Condition #4: Prior to approval of the Final Plat" the applicant shall make provisions to ensure the proposed water.quality swale is properly maintained and cleaned via a maintenance agreement for lots 2, 3, 4, and 5 with regards to the proposed water quality swale. Applicant Response: The developer has stated that it is complete. Staff Finding: Subsection G) of the proposed easement document divides financial responsibility for maintenance between the owners of lots 2, 3, 4, and 5, Condition #5: Prior to approval of the Final Plat, the applicant shall inClude a detail of the area drain inlet located in the water quality swale installed at a slight angle to improve flow. Applicant Response: The condition was addressed at the time of the building permit application. Staff Finding: The swale has been installed. Condition #6: Prior to Final Plat approval, the applicant shall dedicate a 17' public access easement to the 20 foot drainage easement along the south boundary of the proposed development. ' Applicant Response: This easement is dedicated on the plat. Staff Finding: The easement is dedicated on the plat. Condition #7: The applicant shall coordinate all electrical line placements underground with SUB.. 1/11/2008 2 of 7 Applicant Response: The developer stated that this has been completed. Staff Finding: No electrical service has been installed. SUB could not confirm that coordination on electrical service has occurred. This condition has not been met. Condition #8: In order to serve the property with water, four (4) new services will need to be constructed prior to final plat. The applicant shall coordinate all water line placements with SUB. Applicant Response: The developer stated that this has been completed. Staff Finding: The required water services have not been installed. This condition is not met. Condition #9: Maintain a minimum 20 feet clear widths on the proposed access road (joint panhandle access) per 2004 Springfield Fire Code 503.2.1. Applicant Response: The developer stated that this has been completed. Staff Finding: Subsection F) of the Joint Use Access Agreement prohibits vehicle parking or storage within the easement. . Condition #10: Prior to signing of the Final Plat, the applicant shall install "No Parking-Fire Lane signage" posted on both sides of the panhandle driveway per SFC 503.3 and SFC Appendix D103.6. Applicant Response: The developer stated that this has been completed. Staff Finding: Most of the required signs have been installed. Two sig'ns are leaning against the back of the house on Lot 6. Condition 11: Fire apparatus access roads shall support an 80,000 lb. imposed load per 2004 Springfield Fire Code 503.2.3 and SFC ~ppendix D102.1. Applicant Response: The developer stated that this has been completed. Staff Finding: The paving cross-section provided by the applicant shows a design that fulfills the condition. ' Condition #12: Improve the existing Lot 1 driveway onto "B" Street to a minimum 12' width per SDC Table 32-2. Applicant Response: The developer stated that this has been completed. Staff Finding: Improvements to the driveway for Lot 1 have been made. Condition #13: Provide and maintain adequate vision clearance triangles at the corners of all lot driveways per SDC32.070. Applicant Response: This restriction is noted on the plat. Staff Finding: The restriction is noted on the plat. Conditi~n #14: The applicant shall apply for an LDAP from the City of Springfield prior to undertaking any fill and/or grading for road improvements and/pr building'construction on site. Applicant Response: The developer stated that this has been completed. Staff Finding: An LDPA was secured prior to the installation of the joint access drive and installation of utilities. ' 1/11/2008 3of7 Condition #15: The applicant shall apply for a tree felling permit prior to felling more than 5 trees on the site with 5 inch dbh or greater (within a twelve month period). Applicant Response: A tree-felling permit has not been needed to date, but the developer is aware of the need to apply for one if the above described requirements are met. Staff Finding: There are scattered trees on the site that exceed the 5" dbh threshold for requiring a tree-felling permit, The permit will be required prior to removal of more than five trees from the site. . The plat pre-submittal meeting shall be held within one year of the date of the Land Division Tentative approval. A complete Land Division Plat application shall be submitted within 180 days of the pre-,submittal meeting. If the applicant has not submitted the Land Division Plat application within these time frames, the Land Division Tentative approval shall become null and void and re~submittal of the Land Division Tentative application shall be required per SDC 5.2-140. Applicant Submits a Land Division Plat Application for Pre-Submittal . The application must conform to the Land Division Plat Pre-Submittal Requirements Checklist on pages 5 &6 of this application packet. . The purpose of pre-submittal is to ensure the applicant has all items necessary for a complete submittal. . A pre-submittal meeting to discuss completeness is mandatory. . Pre-submittal meetings are conducted every Tuesday and Friday, from 10:00am - noon. . We strive to conduct the pre-submittal meetings within five to seven working days of receiving the application. 2. Applicant and the City Conduct the Pre-Submittal Meeting . The applicant, owner, and design team are strongly encouraged to attend the pre- subrt;1ittal meeting. . The meeting is held -with representatives from Public Works Engineering and Transportation, Community Services (Building), Fire Marshall's office, and the Planning Division. . The meeting is scheduled for 30 to 60 minutes. . The Planner provides the applicant with a Pre-S,ubmittal Checklist at the end of the meeting specifying the items required to make the application complete if it is not already complete. . The applicant will then have 180 days to make the application complete for submittal and acceptance by the City. 3. Applicant Submits a Complete Land Division Plat Application . When the applicant has addressed all items on the Pre-Submittal Checklist and the City Surveying Section has notified the applicant's surveyor that the plat and other documents are sufficiently refined, the applicant can submit a complete application to the City Survey Section located in the NW Quad of City Hall. . The application must conform to the Land Division Plat Submittal Requirements Checklist on page 6 of this application packet, . If the submittal is deemed complete, the City Survey Section will sign-off on the City Survey approval sheet and send the applicant to the Development Services Department for application submittal and fee collection. . Planning staff checks and signs the mylars. 4. Applicant Records Plat at Lane County 8r. Submits Plat and Documents to City . After Planning staff checks and signs the mylars, the plat may then be recorded by the applicant's surveyor at Lane County. . . After plat has been recorded at Lane County, applicant submits five (5) recorded, rolled paper copies of the plat and three (3) copies of required documents to the Development Services Department prior to the issuance of building permits. LAND DIVISION PLAT APPLICATION PROCESS Applicant submits land division plat application for pre"submittal (See Land Diyision Plat Pre-Submittal Requirements Checklist) 1 City departments review application for completeness and hold pre-submittal meeting to discuss completeness issues with applicant and applicant's representatives. ~~ Applicant addresses incomplete items. I City Surveyor checks application and returns comments to applicant's surveyor. Applicant's surveyor corrects plat and returns to City Surveyor. .
