" Planner: MM Question #1 Mixed-Use versus'Nodal Overlay Zone. The subject property will more than likely be included in a mixed-use nodal development area. TransPlan shows a intended node for the area and Draft Jasper Natron Plan shows the area as a nodal, development area. . . The Springfield Development Code includes sections addressing Mixed-Use Zoning Districts (Section 3.2- 600) and Nodal Development Overlay (3.3-1000). The Overlay may be used by itself where the underlying zoning is satisfactory. The Nodal Overlay converts the underlying base zone to some form of Mixed-Use as described in 3.2-600. The Nodal Overlay would be used in conjunction with the Mixed- . Use Zoning where adjustments to the base zoning are necessary. The Nodal Overlay has been used to formally designate an area as a node. Technically it would be possible to zone property for mixed-use . . without the nodal overlay. " In the case of the subject property, both the mixed-use andn'odal overlay would be applied to both set up the correct underlying zoning and to formally designate the site as a node. . ) ,
