MDS shall ensure compliance with specific appearance; transportation safety and efficiency; and stormwater management standards specified in the Springfield Development Code (SDC) and otherwise protect public health, safety and welfare. Criteria of Approval: In order to grant MDS approval, the Director shall determine compliance with all applicable standards specified below: Special Use Standards: The Gateway Refmement Plan Policies and Implementation Actions states that the area of Shelley Street and QlLaura Street Subareas as seen from Interstate 5, the Eugene-Springfield Highway and the Pioneer Parkway should improve the appearance of these areas by (1.1) Continuing efforts to bring existing uses . into compliance with SDC screening requirements. . Springfield Development Code 31.160 requires that outdoor storage areas and yard be provided with'a 5- foot planting strip in accordance with Sect!.on 31.140 of this article when abutting a street. A) A five-foot wide landscaped planter strip, including street trees, with approved irrigation or approved drought resistant plants as specified in SDC Sections 4.4-100 and 4.2-140 shall be installed between the sidewalk and parking areas or buildings. In order to complete the review.process, a Development Agreement is required within' 45 days from the date of this decision to ensure the terms and conditions of this application are binding upon both the applicant and the City. This agreement will be prepared by Staff and upon approval of the Final Plot Plan, must be signed by the property owner prior to issuance of a building permit and land use approval. If the. established time line cannot be met, the applicant may submit a written request for a time line extension as . specified in SDC Section 5.15-125. The Director may allow a one-time extension of the 90-day start of construction time line due to situations including but not limited to, required permits from the City or other agencies, weather conditions and the unavailability of asphalt or the unavailability of street trees. If the time extension is allowed, security shall beprovided as specified in SDC Section 5.17-150 of this Article. The.time line extension shall not exceed 90 days. If the established time line is not met and the applicant has not requested an extension, the Director shall declare.the application null and void if the property is occupied and the property owner shall be considered in violation of this Code. If the established time line is not met and the applicant has requested an extension and that time line has not been met, the Director may require the improvements be installed as specified in SDC Section 5.7-150. . PERMITS THAT MAY BE REQUIRED: . All new sewer taps willrequire permits from the Public Works Department prior tq connection. Sidewalks and driveway curb cuts and closures require permits from the Public Works Department. Building permits will be required for the construction of the building and the paving of the parking lot. . An LDAP permit will be required for all grading, filling and excavating being done. Sign Permit-NOTE: Signs are regulated by the Springfield Municipal Code Article 9, Chapter7. The number and placement of signs must be coordinated with the Community Services Division. The location of signs on a Site Plan does not constitute approval from the Community Services Division. . . . . PH:{54I)726-3753 . .FAX: (541)726-3689 STREET TREES 6.00 DESIGN STANDARDS 6.01 PURPOSE The purpose of creating design standards for street trees is to ensUre that City streets are lined with healthy, vigorous trees chosen for their aesthetics according to type and species, and planted in ap;"vp,;ate locations suitable to vision clearance and overhead obstructions, while m;n;m;7;'lg root damage to utilities, curbs, and sidewalks. A well-designed street tree layout will promote a pleasing iinage of the City and appreciate the value of a neighborhood. . ' 6.02 GENERAL DESIGN CONSIDERATIONS When considering a street tree design, existing trees, desirable tree species, tree locations, planting procedures, and plant establishment shall be taken into account. The goal is to have street trees that are planted approximately 30 feet apart, but not planted in sites that will cause the trees to be a nuisance or interfere with neighboring utilities or existing vegetation. Design plans for projects requiring street trees shall show the street tree locations in a shaded format on the street lighting plan to ensure street tree locations do not conflict with street. lights. Trees shall be at least 20 feet from decorative post top mounted street lights, and 30 feet from cobra head street lights. . A Tree Felling Permit shall be applied for and'obtained before removing more than five trees of five-inch D.B.H. on private projects. City of Springfield Development Services stalIis available to evaluate trees located on private property. 6.02.1 Existinl! Trees Existing trees that meet standard tree requirements shall be evaluated for retention to meet the Springfield Development Code. Look for trees that are healthy, free of disease, and of befitting species. The trees saved should be an asset to the neighborhood before and after street construction. rfthe trees are in sound condition and Best Management Practices (BMP's) are. employed in the field to minimize the stress of construction, the trees may be saved. Trees without adequate protection will become a liability and will die after a few years. BMP's to save existing trees shall include, but not be limited to, t1ie following methods: A. B. D. E. F: G. c. During initial 'planning phases of street design, determine which trees should be saved. If 2/3 of the root , system can be protected from construction, the tree shall be considered for saving. Surround the trees with a fence along the drip line (edge of the tree canopy). As a minimum effort, this area shall be considered off limits to all construction activity. Apply a four-inch thick layer of chips or mulch around the tree roots to prevent compaction of the soil where construction machinery would cross the roots; Prune all roots encountered~during construction using sharp tools. Trim low tree branches 'to prevent breakage. . Design sidewalks of variable width, elevation., and direction to help save an existing tree. Tunnel or bore for utility installations rather than trenching around the trees.. " 6.02.2 New Street Trees New street trees shall be selected from the approved species list or as approved by the Public Works Maintenance Division. Select healthy trees free of disease that have good form witJ:i a dominant centra11eader. Look for large root balls free of girding roots. Avoid trees with cankers, scars, and dead or broken branches. Acceptable trees for planter strips of varying widths are catalogued below. ' Street trees are not recommended in planter strips less than four feet wide. When trees are planted in strips smaller than that, significant sidewalk damage occurs. When planter strips are less than four feet wide, trees shall be planted behind the sidewalks in adjacent yards. Where curbside sidewalks exist or are proposed, street trees can be selected from any approved category and shall b6 planted at least five feet back of sidewalk but not more than ten feet. Caliper is the stem diameter of the tree measured six inches above the root collar, which is the flare of tree bark at the base of the tree where the tree meets the dirt. 6.02.4 Street Tree Location Street trees shall be planted at 30-foot intervals except where the planting interferes with traffic vision, sn:eet lighting, signs, or pub]'c utilities. When planting large canopy trees, tree spacing may be modified if approved by City. Trees locations shall be: A. 35 feet from the perpendicular curb line of street intersections . B. Five feet from alley intersection, driveway, water meter or other utility fixture C. 20 feet from a decorative post top mounted street light, and 30 feet from cobra head street lights. D. " r/ 6.02.5 Tree Plantinl1 Procedures and Establishment Street trees shall be properly planted and watered to establish healthy trees. (See standard planting specification, Standard Drawing 2- 2). The following methods shall apply: A. . . A planting pit shall be excavated large enough to accommodate the tree root retainers which shall be used whenever the tree( s) are planted within eight feet of a concrete surface. The retainer shall be placed against the concrete to prevcnt root evasion. Typically a retainer is placed on two sides of the tree. One retainer shall be set against the curb, the other against the sidewalk. The root retainer shall typically bel2 to 18 inches deep and two to four feet in length along the concrete structure. The root barriers shall be. of a design similar to Tree Root Barriers by DeepRoot or equivalent Never encircle the root ball with a root barrier. B. Remove tree from burlap or container and place on solidly packed soil so that the root collar is slightly above the ~urrounding or anticipated grade. I ' C. . Insert an aeration tube on two sides of the tree. The tubes shall extend from the ground surface to the base of the root ball. This will allow evaporation of excess moisture and provide for efficient summer watering. The tube shall be filled with pea. gravel. The minimum aeration tube specification is a three-inch perforated ADS drainpipe or equivalent. D. The tree shall be supported with two stakes on either side of the tree. E. . On a typical four foot planter strip, plant trees at least I Y, feet from the sidewalk and 2 Y, feet from the curb. On larger planter strips, locate the trees in the back half of the planter strip closest the sidewalk. F. Place loose friable native backfill around the tree. If the excavation material is heavy clay, planter mix shall be used as backfill. . G. Spread a two- to three-inch layer of mulch around the tree but keep mulch six inches from the trunk. H. Black plastic shall not be used as a weed barrier around trees as it promotes surface roots. ' 1. Water the trees with ten to 20 gallons per week during the summer months of the first and second yearS. Use a hose at low trickle for several hours to provide deep root watering. This will encourage roots to grow deep rather than on the surface. Home irrigation systems are designed to water turf and shrubs, but not tree roots. Trees should be augmented with additional waterings. J. Fertilizers shall not be used the first year of planting. A BI vitamin shall be used to promote root growth. K. Street trees planted in ROW shall be subject to a two-year warranty period. Trees shall be alive and in vigorous growing condition.after two growing seasons.
