CASE NUMBER: DRC2008-00056 APPLICANT: Roger Haugen-Baby Face Towing NATURE OF THE APPLICATION: The Planning Commission will hold a public hearing in the matter of a request by the applicant to use an existingbuilding for the indoor storage of impounded vehicles. Tbis type of use requires a discretionary use bearing to allow public comment on tbe request, SUBJECT PROPERTY LOCATION: 3626 Olympic Street, Springfield; Assessor's Map 17-02-30-00, Tax Lot 1903. APPLICABLE CRITERIA: The Planning Commission will use the following criteria t~ guide their consideration of the proposed use: (I) The proposed use conforms with applicable: (a) Provisions of the Metro Plan; (b) Refmement plans; (c) Plan District standards; (d) Conceptual Development Plans or, (e) Special use standards in this Code; (2) The site under consideration is suitable for the proposed use, considering: (a) Tbe location, size, design and operating characteristics of the use (operating characteristics il)clude but are not limited to parking, traffic, noise, vibration, emissions, light, glare, odor, dust, visibility, safety, and aesthetic considerations, where applicable ); (b) Adequate and safe circulation exists for vehicular access to and from the proposed site, and on-site circulation and emergency response as well as pedestrian, bicycle and transit circulation; (c) The natural and physical fe,atures of the site, including but not limited to, riparian areas, regulated wetlands, n'atural stormwater management/drainage areas and wooded areas shall be adequately considered in the project design; and (d) Adequate public facilities and services are available, including but not limited to, utilities, streets, storm drainage facilities, sanitary sewer and other public infrastructure. (3) Any adverse effects of the proposed use on adjacent properties and on the public can be mitigated through the: (a) Application of other Code standards, for example buffering from less intensive uses, increased setbacks, etc.;(b) Site Plan Review conditions of approval, where applicable; (c) Other conditions of approval that. may be required by the Approval Authority; and/or (d) A proposal by the applicant that meets or exceeds the cited Code standards and/or conditions of approval. (Springfield Development Code 5.9-120) DATE, TIME, PLACE AND LOCATION OF THE HEARING: October 7, 2008 at.,7:00 p.m. at 225 Fiftb Street in Springfield City Hall Council Cbambers ADDITIONAL INFORMATION: Theapp,lication, all documents and evidence submitted by or on behalf of the applicant and the application criteria are available for inspection at City Hall at no cost and will be provided at a reasonable cost. FAILURE TO RAISE ISSUE: Failure of an issue to be raised in at the hearing, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals on that issue.
