. Dear Ms. Fitch:
At your request as agent for the owner, the Springfield Building Safety Division con-
ducted an inspection of the building at 2251 Main Street. The purpose of this inspec-
tion was to determine the suitability of this building for the proposed use of meat
cutting and sales.'
In the interest of Building Safety, the following items were noted by the Inspectors
which do not meet the minimum requirements of the Building Safety Codes which we ad-
minister:
STRUCTURAL SPECIALTY CODE AND FIRE AND LIFE SAFETY CODE
1. The rear exit door hardware is inop.erable, and the door could not be opened. .
Repair or replace the locking device with a type that will be readily distin-
guishable as locked.
2.
The front exit door shall be openable from the inside without the use of a key or
any special knowledge or effort, or shall' be provided with.a durable sign on or '"
adjacent to the door stating THIS DOOR TO REMAIN UNLOCKED DURING BUSINESS HOURS.
The sign shall be in letters not less than 1 inch high on'a contrasting background.
The locking device must be a type that will be readily distinguishable as locked.

3. All portions of the building which are customarily used by human beings shall be
provided with natural ventilation, by means of openable'exterior openings with an.
area of not less than one twentieth of the total floor area. or shall be provided
with a mechanically operated ventilating system capable of supplying a minimum of
5 cubic feet per minute of outside air with a total circulated of not less than
15 cubic feet per minute per occupant in all' portions of the building during such
time as the building is occupied.

Toilet rooms shall be provided with a mechanically operated exhaust system capable
.of providing. a complete change of air every 15 minutes. Such systems shall be con-
nected directly to the outside, and the point of discharge shall be at least 5
feet from any openable window.

It was noted that the existing building formerly had been provided with a wall
mounted air conditioner which had been removed, and the wall opening was paneled

vented ,to the exterior of the building.
. PLUMBING SPECIALTY CODE
1. The waste pipe from the' existing two compartment sink is not vented. The Plumbing
Specialty Code requires a 1\" vent from such fixtures to prevent the possibility
of syphon age from the trap which would allow sewer g'ases to enter the building.
2. All unused floor drains shall be sealed to prevent sewer gases from entering the
building through a dry floor drain, trap. ,
MECHANICAL SPECIALTY CODE AND ~ffiCHANICALFIRE AND LIFE SAFETY CODE
1. The building is not provided with any heating; ventilation or air conditioning
system. If you or your tenant intend to insta~l any such equipment, coordinate
specific installation, permit and inspection requirements with the City Mechanical
Inspector.
ELECTRICAL SPECIALTY SAFETY CODE
Several unsafe electrical conditions exist which could result in shock or fire hazard.

supported electrical conduits. The flex conduit leading to the water heater is
broken where 'it makes connection to the heater. The conduit system shall be inspected

3. Some of the electrical fixtures have been'pulled loose or are not properly supported.
These fixtures shall be secured in an approved manner to restore them to safe opera-
ting condition.
Plumbing and electrical work mentioned above shall be performed by a contractor licensed
in Oregon for such work.
