Mott, Development Code Administrator~ TO: A portion of a building at 2211 Main Street has been leased to a new tenant (sheet metal business) who hopes to open by January 1, The re-use of the building for this business will require site plan review. Jack and Sara Heacock own the building.' I do not know the name of the tenant. Our process for site plan review probably will delay a January 1 opening by a week or so, I think the tenant would be willing to put up with this delay, but I'm not so sure his patience will extend to the site improvements he will be required to complete. Based on a site visit by Gary Karp, an existing driveway on Main Street must be closed, sidewalks and landscaping must be installed and the parking area must be re-striped. An additional aspect of these requirements is the need to relocate existing catch basins, water meters and power poles out of the sidewalk area. This additional work will almost certainly increase improvement expenditures. These improvements fall under the classification of "minimum development standards". as approved by the City Council last October, and are required for any new use or change in use of a building or land. The Planning Director can "allow" a delay in the installation of "non~safety related" improvements but it may be difficult to argue that sidewalks and unnecessary driveways on Main Street are not safety related. I can't promise that this issue will be resolved in our office, so I thought I'd let you know in case you get an 11th hour phone call from an irate taxpayer.
