HomeMy WebLinkAboutSpecial Inspection Correspondence 1985-3-27 .;.-' \. . ~~@A]@~ro~@)OD@A] -e CITY OF SPRINGFIELD March 27, 1985 FROM: Dave Puent, Acting Superintendent of Building * TO: Mike Kelly, Director of Public Works SUBJECT: 2020 Main Street, Springfield, Oregon In response to a Citizen, Service Request dated March 12, 1985 and the attached petition from nearby property owners, I conducted several inspections of the ( business located in the former Paramount Market at the above referenced address. The building is owned by Science Christian Church of United Truth and is being used for "community bingo playing". A Certificate of Occupancy was issued October 25, 1984. The maximum occupant load is posted for 215 people with 55 impToved parking spaces Tequired to be provided. / The areas of concern identified in the petition are as follows: oparking in public right' of way. obuilding to be inspected for possible occupancy and fire violations. My initial inspection of the business on the evening of March 18, 1985 revealed that the permitted square footage of the interior assembly area had been enlarged by approximately 1450 square feet. It was noted that the occupant .load was~ approximately 120 people and vehicle parking was mostly confined to the provided on-site parking area. No additional occupancy or fire violations were observed. I spoke to the manager and requested a meeting for the 'following day with him and a representative of the building owners. On Tuesday, March 19th, I met with. the manager and Jack Rhode, the representative for the owners. I informed ,them why I was there Monday evening. and the nature of the complaints the City has received relative to their business. I stated that the aTea they enlarged to provide for "non-smokers" could not be used until addi- tional parking was provided. In order to use this area, the number of additional spaces required is 24. Mr. Rhode reluctantly stated that the area would be closed until the required parking could be provided. We 'also discussed several items that could be accomplished with increased supervision that could help resolve some of the surface problems related to the overall shortage of available parking spaces. Mr. Rhode proposed that they would issue parking permits and provide on-site park- ing attendants. Mr. Rhode also stated that they were aware of the problems of . "parking overflow" and are trying to secure additional property that could be im- proved to provide not only the required parking for the new area but also resolve the parking shortage for the existing square footage. ./",.--... ., . Both times, the enlarged area was not being used and the parking situation has possibly im- proved. The building will continue to be monitored until final resolution of the parking problem can be accomplished. Since last week I have received several phone calls from angry Bingo playing citizens, stating that; in their opinion, it is unfair for the City to enfoTce parking requirements for private businesses and that the amount of requiTed parking is !'...ridicu10us since most of users are, retired people who take the bus."
