use from a radiator shop to a used car lot located a~20~2~~~~~~tlf(Assessor's
Map 17-03-36-42, Tax Lot 4300. The property is zoned Commun1'ty Commercial (CC); the
Metro Plan Designation is Community Commercial.
ACTION
PRELIMINARY SITE PLAN APPROVAL.
VBAT NEEDS TO BE DONE TO OBTAIN FINAL SITE PLAN APPROVAL?
1. A Final Site Plan drawn to scale is required within 90 days of the date of this
letter. The plan must be revised to conform with the following standards:

b. There are two driveways on Main Street. The west driveway near 20th Street
has been determined to be unsafe and needs to be closed and replaced with
sidewalk. This closure needs to be reviewed by Byron Inman at the State
Highway Division office in Springfield (726-2252). The sidewalk replacement
can be postponed for up to two years from the time of Final Site Plan
approval, provided that there is approved security in the form of bonds,
letters of credit or similar financial mechanisms.
c. The wrought iron fence on Main and 20th Streets and Main Street needs to be
set b~~k 5 feet from the property line. This setback must be shown on the
Final Site Plan.
d. Landscaping: A four foot wide planter strip \,'i:h approved irrigation or
approved drought resistant plants needs to be installed along the Main Street
frontage. The types of plants must be shown on your plan. The landscaping
for 20th Street needs to be installed at ~he time the street is fully
improved.
2. A signed Development Agreement. This agreement will be prepared by staff upon
approval of your Final Site Plan.

Conditions:
Springfield Utility Board: There are no water charges due for the existing water
service to this property. The existing backflow preventer is required to remain on
the water service and be tested annually by an Oregon State Health Division certified
tester. Call Chuck Davis 746-8451, if you have any questions.
Springfield Fire Department: There shall be. no no repair
except the exchange of parts and maintenance requiring no open
of flammable or combustible liquids. There shall be no
finishes unless conducted in an approved spray booth, spraying

APPEAL
If you wish to appeal this Type I Site Plan Review decision, you must do
