Dear Mr. McCabe:
I have reviewed your application submittals for the subject proposal. They have
both been accepted for processing, however, there is additional information that
is requi red.
Both applications require a copy of the deed. There was no deed submitted with
either application. You have signed as the owner of the property and according
to the Lane County Tax Rolls Assessor's Map 17-03-36-31 Tax Lot 4800 is owned by
Pacific Northwest Bell Telephone Company and Assessor's Map 17-03-36-31 Tax Lot
7600 is owned by Ernest Nicholson. If you are not the owner of these properties,
the property owners signatures are required. The deed you provide this office
will verify ownershi p.
In reviewing your Site Plan Review application I found the information lacking
on your plan to be minor in nature, however, I want you to be aware the
additional requirements including but not. limited to the following will be
requi red:

Your plan does not show wheel bumpers. Section 31.190 of the Springfield
Development Code requires that "All parking stalls fronting a sidewalk,
alley, street, planted areas or structure shall be provided with a secured
wheel bumper or linear curb not less than 6 inches in height to be setback
from the front of the stall a minimum 'of 2 feet to allow for vehicular
encroachment. Wheel bumpers shall be a minimum of 6 feet in length. Curbs
shall be constructed in conformance with the Standard Construction
Specifications.
Parking stalls 1-13 all require wheel bumpers.

This is a Type II Site Plan; therefore, street trees are required.

The Variance has been scheduled for a Public Hearing on April 8, 1987 before the
Springfield Planning Commission. You will receive an agenda and staff report
approximately 5 days before the hearing.
In your findings you refer to the Building Division and the requirements of the
Building Code. For your information the document you are referring to for this
application is the Springfield Development Code and the Department you discuss
is the Planning Department not the Building Department. I only mention this to
avoid confusion at the Planning Commission hearing, it will not cause a problem
in processing your application. .'
Upon completion of the Site Plan review and'the Public Hearing before the
Planning Conrnission a Final Site Plan is required that incorporates all
conditions and requirements of the review process. The last step of approval
before building permits can be issued is the signing of a Development Agreement.
The Development Agreement will list any conditions that may be required as part
of the review process and discusses the requirements of continual maintenance of
the property.
