Dear Mr. Lynch,
An inspection was made by the Building Department of the City of Springfield on
March 30, 1977, at the building located at 1710 Main Street, Springfield, Oregon.
It is our understanding that this property is owned by Mr. Charles Larson and that
your firm manages the property,
This building is located in Fire Zone II, The first floor of the structure is an
F-2 occupancy, the second story is an H Occupancy.
The following items must be done for this building to conform to the minimum
standards of the Uniform Building Code as adopted by the City of Springfield.
1. The existing beams in the center of the building that support the second
story are inadequate and are failing. They consist of two 6" x 14" spaced
l~" apart and span 29 feet on one side of the building and 26 feet on the other,
The joists appear to be 3" x 10", 24" on center spanning 24' on one side of
the building and 20' on the other, being supported by the 6" x 14" beams
in the center and on block walls on the exterior, There is several inches
of deflection in the 6" x 14" beams and evidence that the beams are pulling loose
from their connection point at the stairwell. The minimum size of beams
required to support this area would be 2 - 8" x 24".
2. All walls and ceilings in the first floor shall be returned to their original
fire resistive condition.
3. The walls and ceilings in the restroom to the rear of the building that is
under the deck that provides exit facilities for the units upstairs shall
be of l-hour construction.
4. The stairs at the rear of the building shall be made to conform with Section
3305 of the U,B,C,
5. The restroom facilities shall be provided with an exterior window at least
3 square feet in area, freely openable, or a mechanically operated exhaust
system, which is connected to the light switch, capable of providing a complete
change/of air every 15 minutes. Such system shall be vented to the outside air
and at the point of discharge shall be at least 5 feet from any openable window.

6, The neuaral bar from the service disconnect shall be bonded to the cold water
pipe with a No.6 bore copper wire and attachement will be made with an approved
ground clamp.
7. All wiring shall be in a raceway.
8. All junction boxes shall have approved covers.
All necessary permits must be obtained before work begins and all work shall be
accomplished according to applicable codes and inspected before a Certificate of
Compliance will be issued,
