Proposed Use: Child Care Facility Dear Mr. Stutz: At )'our request, the Community Services Division/Building Safety conducted an inspection of the building at the above address. The purpose of the inspection was to determine the suiUibility of the building for the proposed use as indicated. Based on the proposed occupancy, the existing conditions which are mentioned below do not meet the minimum Building Safety Code requirements. Corrective measures must be taken prior to occupancy to install, repair, replace or modify the following items in order for the building to conform to applicable safety codes: Structural 1. Install one three foot exit door at the northeast corner of the main classroom This exit door shall open in the direction of travel and require no special knowledge or effort to open from the inside. 2. The wall separating the storage area from the indoor playground shall be of one- hour fire-resistive construction. 3. Exit corridors having an occupant load of 30 or more shall be of not less than one- hour lire-resistive construction and be not less than 44" in width. . . ,- '-. All portions of the child care facility shall be provided with natural light by means of exterior glazed openings with an area not less than one tenth of the total noor, area, and natural ventilation by means of openable exterior openings with an area of not less than one twentieth of the total noor area, or shall be provided with artificial light and a mechanically operated ventilating system. 5. A recorded easement shall be provided that limits any future building construction on the west adjoining property to a minimum five foot setback from the existing structure. Openings are not permitted less than five feet from the property line and shall be protected less than ten feet. 6. The west wall of the building shall be of one-hour fire-resistive construction. Verification of the west wall construction will need to be done in several locations. 7. The upstairs kitchenette and activity room area have been converted from their original use without building permits or inspection approvals. The required building permits and inspection approvals shall be obtained prior to occupying the structure. 8. If the second nool': is to be used for administrative purposes and the occupant load is ten or more, not less than two exits shall be provided. Exits and exit corridors shall comply with Chapter 33 of the State of Oregon Structural Specialty Code. Fire Department 9. Smoke detectors shall be required in every room or area where sleeping or napping takes place and throughout all common areas which serve as exits. 10. Two fire extinguisherS' with a rating of 2A 10BC shall be located on the first noor and one shall be located on the secondnoor. Electrical 11. Pursuant to the 1990 Oregon Specialty Code, aiI' rooms on the main noor except the room separated by a firewall and east of the covered playground shall be wired in either: a. Metal Raceway b. Type MI Cable c. Type MC Cable d. Type AC Cable e. Nonmetallic rigid conduit (PVC) if encased in two or more inches of concrete or masonry. f. Manufactured metallic assemblies A _# . . )' , Darrold Stutz Occupancy Inspection Page 3 The upstairs portion of the building is not required to be wired with these wiring methods, providing that no children will be utilizing the area at any time. A licensed electrical contractor is required for all new work and alterations to existing electrical systems in structures which are for sale, lease or rent. However, the replacement of parts for electrical devices which is necessary for maintenance of approved existing electrical installations may be done by the owner of the property.
