OR 97477 (503) 726.3753 January 21, 1993 CERTIFIED LETTER Subject: Occupancy Inspection at 3988 Main Street, Springfield, Oregon '* Darrold Stutz c/o 3988 Main Street Springfield, OR 97478 Dear Mr. Stutz: At your request, the Springfield Building Safety Division conducted an inspection of the building at the above address. The purpose of the inspection was to determine the suitability of the building for the proposed use as a child care facility. Based on the proposed occupancy, the existing conditions which are mentioned below do not meet the minimum Building Safety Code requirements. Corrective measures must be taken prior to occupancy to install, repair, replace or modify the following items in order for the building to conform to applicable safety codes: Stl'Uctural 1. A recorded easement shall be provided that limits any future building constl'Uction on the west adjoining property to a minimum five foot setback from the existing stl'Ucture. Openings are not permitted less than five feet from the property line and shall be protected less than ten feet. 2. The west wall of the building shall be of one-hour fire-resistive constl'Uction. 3. The upstairs kitchenette and activity room area bave been conve11ed from their original use without building permits or inspection approvals. The required building permits and inspection approvals shall be obtained prior to occupying the structure. 4. Rooms used for kindergarten, first- or second-grade pupils in day-care occupancies shall not be located above or below the first story, except for basements that have required exits at grade level. EXCEPTIONS: 1. In buildings equipped with an automatic sprinkler system . ~. .', ..~. JI.;": " .-, Oarrold Stutz January 19, 1993 Page 2 throughout, rooms used for kindergarten, first- and second grade children or for day-care purposes may be located on the second story, provided there are at least two exits directly to the exterior for the exclusive use of such occupants. 5. Exit corridors having an occupant load of 30 or more shall be of not less than one- hour fire-resistive construction and be not less than 44" in width. 6. All portions of the child care facility shall be provided with natural light by means of e,,1erior glazed openings with an area not less than one tenth of the total floor area, and natural ventilation by means of open able exterior openings with an area of not less than one twentieth of the total floor area, or shall be provided wit h artiliciallight and a mechanically operated ventilating system. 7. If the second floor is to be used for administrative purposes and the occupant load is ten or more, not less than two exits shall be provided. Exits and exit corridors shall comply with Chapter 33 of the State of Oregon Structural Specialty Code. 8. Classrooms in child care facilities having not more than 20 children and occupying the ground floor only, may have only one exit not less than 28 inches in clear width. In child care facilities having over 20 children, classrooms shall have two exits when the occupant load is seven or more. Electrical 9. ORS 918-290-030 states in part: (2) Metal raceway, type MI, MC and AC cable, Nonmetallic Rigid Conduit encased in two (2) or more inches of concrete or masonry of Manufactured Metallic Wiring Assemblies shall be the wiring method in the following occupancies: schools, universities, colleges, kindergartens, nursery schools, child care centers, hospitals, nursing homes, residential custodial care facilities, sanitariums, convalescent homes, and rest homes. This includes: (a) Child care centers providing care and treatment for more than five persons or a 24-hour basis and not foster homes; (b) Child care centers used for school purposes on a daily basis for more than five children, e.g. nursery school, kindergarten, etc.; (4) Article 110-8,918-290-030(2) does not apply to: (a) Day care centers, one to 20 children. -..... . ~~"- j' . . Smoke detectors shall be required in every room or area where sleeping or napping takes place and throughout all common areas which serve as exits. 11. Multipurpose fire extinguishers with a rating of 2A lOBe shall be mounted within 75 feet in each direction. The above items are requirements for the existing structure only. Other items such as parking, paving, site improvements, sidewalks, etc., have not been addressed as part of this inspection, and may be required. Please contact the Planning Division of this office regarding any necessary improvements to the site.
