The Springfield Development Code requires that any commercial building which
has been vacant for 30 days or more receive a Maintenance Inspection at the
time of a change in use or occupancy. The purpose of this inspection is to
ensure that all required parking, landscaping and screening have been
maintained in accordance with standards applicable at the time of development.
