Section 31.060 of the SDC). [X] DEMONSTRATED COMPLIANCE VITH APPLICABLE STANDARDS OF THIS CODE. Vhen the Minimum Development Standards below have been met, this application will have demonstrated compliance with the applicable standards of this Code. [X] PARKING AREAS AND INGRESS-EGRESS POINTS HAVE BEEN DESIGNED SO AS TO FACILITATE TRAFFIC AND PEDESTRIAN SAPETY, TO AVOID CONGESTION AND TO MINIMIZE CURB ClITS ON ARTERIAL AND COLLECTOR STREETS. Vhen the applicable Minimum Development Standards below have been met, this criterium will be met. MINIMUM DEVELOPMENT STANDARDS TO BE MET (Ref. Section 31.040 of the SDC). MDS ARE APPLIED IN LIEU OF FULL SITE PLAN REVIEV TO ENSURE MINIMAL COMPLIANCE VITH APPEARANCE AND SAFETY STANDARDS SPECIFIED IN THE SPRINGFIELD DEVELOPMENT CODE AND TO REDUCE PROCESSING TIME FOR DEVELOPMENT APPROVAL. THE FOLLOVING ARE CONSIDERED MINIMAL DEVELOPMENT STANDARDS: [X] THE DEVELOPMENT MUST CONNECT TO PUBLIC UTILITIES. The existing building is connected to public utilities. [X] THE DEVELOPMENT MUST COMPLY VITH THE SPRINGFIELD BUILDING SAPETY CODES. The proposed use requires a Building Permit for the items listed in the Occupancy Inspection dated February 22, 1988 and any required paving. [X] PARKING AND CIRCULATION AREAS MUST BE PAVED AND STRIPED, AND VHEEL STOPS MUST BE INSTALLED. The internal plan for the building shows 2,880 square feet of gross floor area for retail office use. At one space for every 300 square feet of gross floor area, 10 parking spaces will be required. An additional 5,245 square feet of gross floor area is shown warehouse commercial retail and wholesale sales. At one space for every 600 square feet, 9 parking spaces will be required. Six parking spaces can be compact (8 feet wide); one space marked handicapped is required (13 feet wide); the remainder of the required spaces need to be 9 feet wide. Nineteen parking spaces are shown on the plan. An extruded curb will be required along the east side of the Main Street parking lot. Vheel stops must be added where missing for the existing parking spaces on the west side of the Main Street parking lot to prevent vehicles from using the parking lot to the west. Vheel stops or an extruded curb will be required to separate the parking and landscape areas in the N. 38th Place parking lot. . . , " Page 2 Bicar Findings [X] CURB CUTSvaICH EXCEED THE STANDARDS OF THIS CODE MUST BE CLOSED AND REPLACED VITH STANDARD CURB AND GUTrER, AND SIDEVALK VHERE NECESSARY. This property is currently served by a 17 foot driveway on Main Street and a 19 foot driveway on N. 38th Place. The two parking areas are separated by the existing building. Both of these driveways will remain, however, both driveways are required to be widened to 24 feet (measured from the back of the sidewalk) with 5 foot flares to meet minimum standards for two-way driveways. There is a City project to install sidewalk and modify curb cuts along Main Street from 28th to 42nd Streets. Construction is scheduled for this year. This property is within the project boundary. The Main Street driveway widening can be included in the project, however, the property owner will still be responsible for the full cost of the widening. Please contact Gary Karp if you desire to be included as part of the sidewalk project. Any time extension granted for the Main Street driveway expansion will be limited to the time line of the sidewalk project. The N. 38th Street driveway needs to be widened prior to occupancy. r , [XI SIDEVALKS MUST BE INSTALLED VHEN THE SITE ABUTS A CURB AND GUTrER. A PUBLIC IHPROVEHENT AGREEMENT HUST BE REQUIRED VHEN THE SITE DOES NOT ABUT CURB AND GUTrER. There are existing sidewalks along Main and N. 38th Place. Any broken sidewalks are required to be replaced. [XI A 5 FOOT VIDE LANDSCAPED PLANTER STRIP VITH PERMANENT IRRIGATION HUST BE INSTALLED BETVEEN THE STREET-SIDE PROPERTY LINES AND PARKING AREAS OR STRUCTURES. IF STREET TREES DO NOT EXIST, THEY MUST BE INSTALLED IN THIS PLANTER STRIP. The applicant shows' a planting strip along the Main Street and N. 38th Place. There is an existing 6 foot grass planting strip along the north property line of Tax Lot 00113. One street tree will be required in the 5 foot planter strip along the Main Street frontage. One street tree will be required in the planter strip between the curb and sidewalk on N. 38th Place (See also OTHER INFORMATION, below) . (XI STREET LIGHTS MUST BE INSTALLED. No additional public street lighting will be required. (XI TRASH RECEPTACLES AND OUTDOOR STORAGE AREAS HUST BE SCREENED. No trash" receptacles or outside storage are shown.
