Before the license can be approved by the Planning & Development Department, the application must comply with all applicable land use regulations. These regulations include Site Plan Review. You will recall we have discussed this issue in the past with regard to property in Springfield. I assume, since you listed 3520 Main Street on your application, that you intend to use the building addressed as such. If you plan to sell from your truck on this property, you will (as you are aware) be required to obtain a Transient Merchant License (see attached copy of letter to J.M. Bourne dated March 26, 1987). Prior to your use of this property, a Type I Plot Plan must be submitted and ap- proved. I have enclosed a copy of the Site Plan Review Application (Plot Plan) for your use. The back of the application will advise you as to what a complete application consists of; the Minimum Development Standards that will apply and the information that must be included on the plot plan. You are strongly encouraged to apply for a Pre-Application Conference (application also enclosed). Until such time as a Plot Plan is submitted and approved by the Development Review Committee, and the Electrical Merchandise License is issued, any use of this pro- perty by S & D Tool & Supply will be in violation of City of Springfield land use regulations.
