November 22, 1996 Jeffrey Olsen Brenda Olsen 1290 Taft Street Eugene, OR 97402 Subject: Occupancy Inspection at 3522 Main Slreet, Springfield, Oregon. * Proposed Use: Dog Grooming Dear Mr. and Ms. Olsen, At your request, the Community Services Division/Building Safety conducted an inspection of the building at the above address. The purpose of the inspection was to determine the suitability of the building for the proposed use as indicated. . Based on the proposed occupancy, the existing conditions which are mentioned below do not meet the minimum Building Safety Code Requirements. Corrective measures must be taken prior to occupancy to install, repair, replace or modify the following items in order for the building to conform to applicable safety codes: Rllildin~ 1. Stairs having two or more risers and which are wider than 44" shall have handrails on both sides of the stairway. Handrails shall be placed not less than 34" nor more than 38" above the line of nosing of the treads and shall be continuos the full length of the stairs. The ends of the handrail shall return to a newel post or wall. Open stair railings shall have intermediate rails not greater than 6" apart. The hand grip portion of the rail shall be not less than 1 1/2" nor more than 2" in cross-section or the shape shall provide an equivalent gripping surface. A minimum clearance of not less than 1 1/2" shall be provided between the handrail and Ihe wall. 2. Exterior walls which are less than 20 feet from and facing, neighboring properties shall be protected by one-hour fire-resistive construction. Openings in these walls are not permitted less than five feet from the property line, and openings less than ten feet from the property line must have an approved 3/4-hour fire-resistive door or window assembly. 3. Please submit plans to this office for the portions of the building you wish to rebuild, replace, modifY or expand prior to commencing construction on the property. Your plans will be reviewed for conformance to the applicable requirements before the required permits will be issued. . " . . . ':.. . . . Occupancy lnspection 3522 Main Street November 22, 1996 Page 2 Planning Any time a business changes use, Minimum Development Standards are required. If a change in use occurs at this site, the following improvements are required to be met: I. All parking and circulation areas must be paved and parking spaces striped. Gravel may be permitted for up to two years provided a bond or other fonn of security is provided. 2. A five foot wide landscape strip must be installed along the Main Street frontage. Landscaping must include 5 shrubs, 5 gallons or larger, per 1000 square feet of required landscaping. 3. One street tree must be installed every 30 feet along the Main Street frontage. Street trees must be selected from those listed on Ihe City's street tree list (Article 32 of the Springfield Development Code). 4. The width of the curbcut must be checked and if necessary, the access point narrowed to conform to current City standards. In order to begin the MDS process, an application must be submitted along with a plot plan of the site. This structure is not approved as a living unit.
