No. 98-04-095. These requirements are tied to City Council issues relating to beautifying the City, improving City streets and the transportation system, and supporting economic development. Dear Mr. Kimpton: We have received your application and plot plan to expand the parking/storage area for "A" Street Automotive. The following conditions must be met to successfully complete this MDS process: Landsealling - Where there is no room for a landscaped strip due to existing structures or paved parking, decorative fencing (e.g. wrought iron or masonry) subject to the height and vision clearance sctbacks of SDC Section 18.100 located directly behind the property line may be approved in lieu of the landscape strip, or landscaping equivalent to the amount required may be placed at the property corners or other areas which are visible from the street as ag'reed to by the City and applicant. Please contact me to go over your plan. Undevelolled land within a develonment area shall be maintained free of trash and stored materials in a mowed and allractive manner. Undeveloped land shall not be used for parking, Parkin!! reouirements are based upon the square footage of the building and the type of use. In this case, the approximately 10,500 sq. ft. building should have at least 35 parking spaces plus two handicapped parking spaces. When abulling landscaping, structures andlor undeveloped land, parking areas must be paved and striped with wheel stops or linear curns (not less than 6 inches in height set back a minimum of 2 ft. from the front of the stall). Bumpers shall be a minimum of 6 ft. in length. Spaces for company vehicles that remain on the premised over night shall be provided in addition to the number of spaces required. The designated "handicapped" parking space are 9-ft. spaces with an abutting access aisle at least 8 feet wide, as part of an accessible route to the building entrance. At least one secured bicycle rack, designed to hold a minimum of 3 bicycles of an approved design shall be provided for each parking lot. All parking areas shall have a durable. dust-free surfacing of asphaltic concrete, Portland cement concrete or other materials in accordance with the Building Safety Codes. All drainage systems shall be approved by the Building Official and shall be construcled in conformance with the Building Safety Codes. Connection to storm sewer lines. Drainage from your building and for the paved area requires a catch basin on site installed as part of paving. A plumbing permit is required to install any new drains and a sewer permit if a new connection goes out to the street. If any site alteration consists offifty (50) cubic yards of material and/or if you add more than 5000 square feet of impervious area/pavement; a land and drainage alteration permit is required. ./ . . Storape. Outdoor storage of materials shall be screened by a sight obscuring fence where abutting residential properties along common property lines. Partial screening along rights-of- way and non-residential zoning districts may be permitted when necessary for security reasons and upon determination of Ihe police department. Motor vehicles kept on this property must be placed on a paved surface. Trash receptacles and outdoor storage areas shall be screened by a structure or enclosure permanently affixed to the ground. The above improvements need to be completed within a 90-day time period from the date of this letter, unless otherwise arranged security is provided per the information you received with your application (Springfield Development Code (SDC) 31.010).
