April 29, 1985 Occupancy Inspection at 3223 Main Street, Springfield, Oregon * Mr. Donald McKinnon . 38889~ Dexter Road .' .: Dexter, Oregon 97431 :<": RE: ,'.i., ,- .' . ~ Dear Mr. McKinnon: At your request the Springfield Building Safety Division conducted an Occupancy In- spection at the above referenced address. The proposed use of a portion of the building for vehicle repair or maintenance is categorized as a B-1 Occupancy. The remaining area of the building that is proposed for office use and parts storage is categorized as a B-2 Occupancy. The type of con- struction of the building is classified as Type V-No The following items shall be replaced, repaired or .installed in order to conform with the applicable codes for the above described occupancies: STRUCTURAL SPECIALTY CODE AND FIRE AND LIFE SAFETY CODE (S.S.C.) 1. The lean-to roof structure on the south side of the building is substandard. Spliced rafters, inadequate wood connections and improper bearing supports are just some of the. deficiencies. The structure must be removed or repaired in accordance with S.S.C. requirements for this type of structure. 2. The door way providing access between the garage and office has a 5" step which was created by the addition of a topping slab in the garage area. Such steps are considered hazardous if they are within 5' of .the doorway on the side to which the door swings, and within a distance equal to the width of the door on the side away from the door swing. The present step is within a few inches of the .doorway. This condition must be corrected by .constructing a ralup between the two floor levels at a slope no greater than 1" vertical to 10" horizontal. The fire door which separates the two levels must be raised to accomodate the ramp. 3. No ventilation presently exists in the restroom. Install an exhaust fan capable of-providing a complete air change every 15 minutes, in the restroom or provide a vertical duct to the outside having a cross sectional area of at least 100 square inches. ,.>- Please note that the east wall of the office and parts area is closer to the property line than the 20 feet required separation for an unprotected wall. However, the proposed use of that portion of the building presents no increase in hazard for fire and life safety; therefore, no additional fire protection of the east wall.will be required for the office area. At that time, a parapet should be ~dded to the top of the wall to a distance of 30" above the roof. 5/8" fire rated sheetrock applied to both sides of the parapet and to the outside of the existing wall will supply the required fire protection under the new siding. Mineral surfaced roofing should be applied to the west side of the parapet to protect the sheetrock on that side. PLUMBING SPECIALTY CODE The unused drain line on the west wall in the shop area is improperly connected to .the lavatory waste line in the bathroom. Because this condition causes an over loading on the lavatory waste line, the drain line must be disconnected. MECHANICAL SPECIALTY CODE 1. The unlisted woodstove in the office area must either be moved away from the wall to allow for a 36" clearance, or a 28 gauge .steel sheet, installed with non-flam- mable fasteners, spaced out to allow for a 1" clearance between the flammable wall and steel sheet with a 1" clearance off the floo4may be used to shield the wall. 2. The woodstoves chimney and single wall connector pipe have deteriorated to an unsafe condition which is evidenced by the discolorization on the 9utside liner of the chimney. The single wall connector pipe has also been reduced in order to install a magic heat exchanger. When a connector pipe or chimney is reduced it can cause over heating at the reducer. A new connector pipe and chimney must be installed without reducers according to the new chimeny's listing. In addition to the above corrections, the Fire Marshal provided you with an inspection report requiring the following: 1. Provide 1 extinguisher with a minimum rating of 2A (recommend 5 lb. ABC type) mounted in the shop area next to the office door at a height of 3-5 feet. 2. The exterior exit door must be openable from the inside without the use of a key or any special knowledge or effort. (A surface type manually operated flush bolt, such as now exists, is prohibited.) Provide a sign stating "THIS DOOR TO REMAIN UNLOCKED DURING BUSINESS HOURS" posted above the door and change the locking hardware to an acceptable type. 3. Remove the compressed gas cylinders (Freon) from the building and store in an ap- proved manner. .. Necessary permits may be obtained from this office for the required corrections to the woodstove and the building. Please direct any questions regarding the required corrections and permits to the undersigned inspectors at 726-3753.
