Appeal to City Council of Conditions
for a Conditional Use Permit (Frey/F & M
Towing and Auto Service)

Mr. Frederick R. Frey left the attached appeal and letter at this office
this date. He states that he has a conditional use permit for his business
at 3001 Main Street, but that the Planning Commission is requiring certain
improvements to be made to the property which he wishes to appeal.
He leases the property from Senator George Wingard, with four years remain-
ing on his current lease. Mr. Frey is making his appeal on the basis that
it should be the owner's responsibility to make improvements to the property
which are of a permanent nature.
Section 25.10 of the Zoning Code-1978 states that the appeal shall be filed
with the City Manager; therefore, it is being transmitted to you for further
action. .

I would like to appeal the planning commissions
decision on August )0.
. I Feel the property owner should assume the cost
and installations of the sidewalks. It should also be
the property owners responsibility for the street light,
signing agreement.
Shrubbery would be to hard to plant in the location,
